Compulsory Wearing of Facemasks Indoors
And the business needs to look after all employees and so need to make arrangements for that to work. So what do you suggest? Royal Mail to ignore who does what and risk everyones lives?

Correlation is not causation. Other countries data would also have to be harmonised (how far along the "2nd wave" they are, among a myriad of other variables) with our own before any meaningful comparison can be made. And that's before we can even think about trying to pin the blame on the failure of masks. Having said that one of the more vociferous proponents of mandatory mask wearing in our office (a gobshite) wears one with vents which allows any germs or viruses the wearer may be carrying into the surrounding air.
See Tory ideals re: Defunding and privatisation by the back door (oo-er missus. Point two possibly agree with your assumption but that's why we have an oven ready deal with the EU?

So sorry for the brevity.
High rate of rate cases in 2 countries who more rigorously enforce mask wearing does not equal masks inefficacy.
1st point is not invalidated due to presumption of lack of data only not proved but seeing as proof wasn't the intention only that your assertion was just a correlation and didn't show causation. Unless you know something we are missing that is?

The answer to a request for clarification from the union.
The Divisional Reps have received enquires on the RM announcement on precautionary measures to combat Covid19 including the mandatory use of face masks/visors.
“We haven’t seen any LTB yet on mandatory mask wearing.
We did have conversation with senior managers last week in regard to this.
The Scottish Government has advised that face masks should be worn Indoors in communal work areas and when moving around. The Divisional Reps support this. Staff who are exempt from wearing face masks can be supplied with visors, and managers should maintain a stock of both from Assets.
This requirement predated the announcement from Royal Mail that face mask wearing would be compulsory from Monday.
We have assurances from senior Managers that non compliance is not a matter for conduct but for adult conversations. You should report any divergence from this to us.
Staff would need a good reason not to comply with this health and safety measure and there are none that we can think of, however, the requirement for Delivery and Distribution staff who spend perhaps two hours Indoors differs from MAil Centre and other staff who may be performing 7.48 indoors or in some cases 10 or 12 hours. Mask wearing might well be uncomfortable in these circumstances and grace breaks should be allowed.
Communication with the hearing impaired will have to be considered.
In addition it has been pointed out to us that staff who wear glasses may suffer from misting which may affect there safety while performing certain tasks. Visors may resolve this.
We would recommend a sensible approach to this which avoids threat based management.
At the end of the day the employer has mandated face masks as per the instruction, this is supported by the public health authorities as a precautionary health measure to prevent spread of a serious disease.”
