Are you 100% sure it was a covid kit? I ask this as two of my customers post a test kit every month, looks identical to a covid kit, same laboratory as well. They are taking part in a survey to determine a random testing of the public. I went into panic mode too until a chance conversation with one of the people taking part in the survey.

The carboard ones with tracked 24 and purple label need to be put in a plastic bag others do not. Some are stool samples or just other conditions which cannot go into on here it is an amazing thing we could get tested by ourselves in our homes but someone has to deal with it at the end of the day!

These are white plastic with purple chevrons, same licence number as the covid lab, even our covid collection drivers thought they were the real deal!! No idea why they made them near identical!

The swab itself should be in a screwtop vial, which goes into a ziplock bag, this all then goes into a bio hazard bag and sealed, then into the cardboard box. The biggest risk is what has been touched with potentially infected hands despite being told to sanitize before starting, wipe down packaging/box etc. Every kit contains step by step instructions including what postbox to use and to post no later then an hour before the last collection time, not on sundays or bank holidays but they still do as they DONT read instructions so im not surprised at all that they appear in non priority boxes.

The reason they get viruses is they don't wash their hands even after going to the toilet so posting letters why would they? And as for reading most cannot even write a letter these days something I was taught at school that most do not attend these day's!

Every postbox in our town is a priority one. On some collections you get 20 plus of them. You're meant to take bags, but there's that many that it's impossible to do them all.
