Making excuses seems to be part and parcel of being a royal fail manager. Lack of foresight and intelligence in a lot of them, incompetence is rife.

Sounds about right for royal fail. If it doesn't suit their agenda then they want it changing. I'd contact HR or your union branch office and maybe even the health and safety rep to get more clarification. I would suspect royal fail have to have a damn good reason to try and overturn a OHA other than they don't know what to do with you in the office or are short staffed outdoors.
Then again maybe not, royal fail managers have more medical qualifications than doctors.
Once you are referred to HR for IHR approximately how long does it take?
I’ve been told that after today’s conference call about possible IHR’s in our DO, that mine will be referred to HR. Couple of months ago when I had a meeting with line manager, Dom, union rep and area rep about my long term absence I agreed to union pushing me forward for IHR and was told that being part time it would be about £16k. I have plans to start my own business and this would set me up nicely. Business planning has started but I don’t want to push ahead too fast before I have some idea of how long it will take

I think once HR got the go ahead from OH that IHR was the way to go it was around 2 weeks for me.
Overall mine took about 6 weeks to complete fully if I remember correctly. That was from me saying I wanted a referral to OH to then signing on the dotted line packing my bag and walking out of the door free as a bird.
Can you get referred to OHS if you have not, as yet, had a diagnosis?
I'd phone HR up and ask them. Tell them what you're DOM has said and ask HR for clarification. They should be able to answer all your questions and point you in the right direction.
