The union promoting it as a done deal raised false expectations.
It is apparent Royal Mail were briefing managers that it was a done deal also, as the following extract indicates;

Your (managers) briefing pack Group Communications · February/March 2018

2. PAY AND SHORTER WORKING WEEK***
From October 2019, a further one-hour reduction to the working week, subject to a joint evaluation of factors including ongoing efficiency, implementation of changes from trials in the operation and technological changes.
A commitment to move towards a 35-hour week by 2022.
From October 2018, new full-time colleagues will be recruited on a 35-hour week.

5. PART-TIME COLLEAGUES
An increase in hourly rate of pay in October 2018 and 2019 to reflect the shorter working week of full-time colleagues. This is in addition to the pay award for all eligible colleagues.
We will honour our agreements regarding part-time colleagues:
What's the catch with the extra off the working week? RM will want their pound of flesh, they won't give anything for free
Well they have had 2years an us poor posties still waiting on rm an cwu wtf. Please dont say another ballot space honestly think membership dont care anymore it just seems like its a piss-take on our behalf from both sides..
It still has to be a ballot as to whether we accept it or not, or would you rather have RM able to do what the hell they want? :cuppa
Sure they do now. Now again back to your question what will they want is in the agreement towards a 35 hiur week :arrrghhh
The union stop RM from doing what the hell they like. Shall we put you down to minimum wage, take away all your allowances and paid breaks and put your hrs per week back to what's in your contract? :cuppa

If you're full time then your contract probably says 40hrs per week so technically they could have you working 40hrs a week

Do that and RM may find many people slow down to compensate for their lack of a paid break......
If you tolerate this, then your paid break will be next

I think it's probably only a matter of time before RM bring in performance standards across the board for all types of office

LOL if they did that they would find allot people are already out performing any "standards" they would likely be able to implement.

Subject to ......
The following extract from the Managers Briefing Pack indicates the first hour was also "subject to".

"From October 2018, a one-hour reduction to the working week (currently 39 hours). This is subject to: the deployment of the new last letter delivery time; and the completion of specific trials in the operation to help improve customer service and productivity. These include delivery methods and automated hours data capture."

"From October 2018, new full-time colleagues will be recruited on a 35-hour week" - This was implemented.

"An increase in hourly rate of pay in October 2019 to reflect the shorter working week of full-time colleagues." - Was not implemented.
"We will honour our agreements regarding part-time colleagues" - Was not honoured.

By now they've got shitloads of performance data for the outdoor part of deliveries, there's no way that they're not going to make use of it at some point

As has been said before, most posties are probably going at a rate greater than any minimum standard they could bring in. Royal Mail must realise that for them to start talking about delivery standards could totally backfire on them.
