Perhaps it's because we work in different areas, but i don't see how you can argue for not securing the vehicle when you are away from it. these problems you highlight, from my point of view, are not ours to resolve before they have even happened.

I don't now if IB do random checks but it would only take a manager or IB to find the van parked with the engine running and you not near it once and you'd be gone

For the record, I would never leave it running and unlocked if I had to walk more than a few steps and never on the roadside. Just in a farmyard when there's nobody else in view and the delivery point is 5-10 steps away, seems a bit like overkill.

Totally agree with all the security measures that you should adhere to etc, shame like all delivery aspects in doing the job safely,securely,and properly,you would soon run out of time,they just assume you do it,but in fact cut corners and sacrifice the correct way so you can complete the duty in the time you have,and run the gauntlet from a sarcastic manager,over the years we don’t help ourselves on issues,and certainly don’t get much backing,the job is somewhat archaic now to say the least,maybe it’ll appear on a wtll session,here’s how you should be delivering the mail,both hct and van delivery,should be an eye opener?

Just had a thought.

We are currently using some vans as glorified drop boxes. The driver goes out and meets the passenger and gives them a key and the van can sit in that area for about an hour as both can work from it doing 2 loops each, parking at a crossroads for instance.
Now, what's the actual legalities of a passenger being in charge of that vehicle at any point in time, given that all they are doing is accessing the back/side door and taking a bag of mail out.

I would have thought that it'd be the driver who'd legally be responsible, as they will have signed for the van

I dare say as with most things in this inconsistent firm they will throw the book at you as and when they feel like it,some will get shafted others won’t,be interesting to see how much union intervention they will put up with,so many questions after 38 years service,just brilliant!,

If they don't want the vans idling, then why buy vans that have stop-start that stop the engine when you stop, then start again when you open the drivers door!

That combined with the GPS location of any PDA scans means they can possibly see if anyone has left their van un-attended with the engine running
