You cant deliver what there is no time to do. Failing a walk to deliver part of another is just robing Peter to pay Paul. It would be completely against existing agreements, completely against RM policy and a case of reps completely ignoring resourcing guidelines.

I think we're way beyond looking at budgets for this year
Where do you think the budget for the excess sick absence is coming from?
Where do you think the budget for self-isolation is coming from?
Where do you think the budget for social distancing, people working from home, mileage for private vehicles etc, etc.
We're working under contingency measures, budgets that were set 6 months ago are just pieces of scrap paper now.

If were working under contingency measures, why isn't RM using casuals in DOs starting and ending out on delivery? Are you willing to volunteer all staff at your DO to do compulsory overtime if we're under contingency measures?

Look SP I don't know why you have to be so aggressive.
The bottom line is budget is a fixed cost for annual leave no matter when it's taken. You have X number of employees and they have Y number of weeks to take, it doesn't make any difference when they take them.
The only thing that changes in the summer is the amount of base line resource you have available due to extra slots being opened up.
At the moment the base line resource is so screwed by sick absence and social distancing measures that a couple of extra annual leave slots are not going to make much difference.
What management may do during the summer period if they're struggling for resource is offer annual leave deferment. People might go for that if they can't get away anywhere.

Royal Mail could have furloughed all those shielding but didn't , that could have saved them some money.
As a benefit those shielding wouldn't have eaten up any sick absence.
