Is it the case that if an employee is in the above group and therefore off work shielding and they had annual leave booked during that time they lose it?

It's a grey area at the moment.
If you're furloughed you take your annual leave as normal but you're entitled to 100% of your wages and the company gets 80% back.
If you're not on furlough technically you're down on the PSP system as sick absence and the choice to use your annual leave should be yours but these are exceptional circumstances.
Either way you're not "losing" it as such at worst you may just be forced to take it.
Given that most of us at work are having to take ours even though there's nothing to do and nowhere to go I'm not sure how far you could take the argument.

Those in the Clinically extremely vulnerable category who received a 12 week letter have had their absence treated as sick.
Royal mail are stopping allowances after eight weeks and making the individual take any AL booked during this period.
The working time regulations state that any AL booked during a sick absence can be taken at a later date. Royal mail are not adhering to this and i would suggest anyone affected contact their area rep and escalate to Carl Maden at H.Q.
I can see many grievances forthcoming around this matter.
