Government information seems to point in the direction that it shouldn't be counted as annual leave.
Any ideas?

To my mind symptoms = ill = sick pay.

You get your AL back from the date you started isolating, just as normal procedure if you go sick half way through your holiday.

What happens if I have to take time off due to CV19 symptoms when I was meant to be on annual leave?
I have heard that as RM is still paying full wack that if you are off when you should be on a/l it will not be credited back as they could have just paid SSP -don't know how true it is

Even if the business chose only to pay SSP it would still be your choice.
By forcing members to use annual leave or unpaid leave which are basically the same thing they are effectively withdrawing the safety net of SSP from members. As isolation is regarded by the government and the business as sick absence they would also be pushing members below the statutory annual leave requirements That is unlawful on both counts.
