Workers who have not taken all of their statutory annual leave entitlement due to COVID-19 will now be able to carry it over into the next 2 leave years.

Workers who have not taken all of their statutory annual leave entitlement due to COVID-19 will now be able to carry it over into the next 2 leave years, under measures introduced by Business Secretary Alok Sharma today (Friday 27 March).

Currently, almost all workers are entitled to 28 days holiday including bank holidays each year. However, most of this entitlement cannot be carried between leave years, meaning workers lose their holiday if they do not take it.

There is also an obligation on employers to ensure their workers take their statutory entitlement in any one year – failure to do so could result in a financial penalty.

The regulations will allow up to 4 weeks of unused leave to be carried into the next 2 leave years, easing the requirements on business to ensure that workers take statutory amount of annual leave in any one year.

This will mean staff can continue working in the national effort against the coronavirus without losing out on annual leave entitlement.

The changes will also ensure all employers affected by COVID-19 have the flexibility to allow workers to carry over leave at a time when granting annual leave could leave them short-staffed in some of Britain’s key industries, such as food and healthcare.

Business Secretary Alok Sharma said:

Whether it is in our hospitals, or our supermarkets, people are working around the clock to help our country deal with the coronavirus pandemic.

Today’s changes will mean these valued employees do not lose out on the annual leave they are entitled to as a result of their efforts, and employers are not penalised.

Environment Secretary George Eustice said:

From our fields to our supermarkets, we are hugely grateful to the many people working around the clock to keep the nation fed.

At this crucial time, relaxing laws on statutory leave will help ensure key workers can continue the important work to keep supplies flowing, but without losing the crucial time off they are entitled to.

We welcome the measures the food industry is already taking to keep shelves stocked and supply chains resilient, and will continue to support them with their response to coronavirus.

The changes will amend the Working Time Regulations, which apply to almost all workers, including agency workers, those who work irregular hours, and workers on zero-hours contracts.

The change is aimed at allowing businesses under particular pressure from the impacts of COVID-19 the flexibility to better manage their workforce, while protecting workers’ right to paid holiday.

The expectation is that employee’s will still take the time off for their holiday. Having a rest is important for everyone especially at this time.

Employee’s should only carry forward 5 days holiday at the end of the year.

If due to operational reasons the local manager needs the employee to attend work then in exceptional circumstances they can agree for employee to return to work earlier and take their holiday at another time.

On this topic. Anyone know what happens if a week's annual leave falls during the 14 days of self isolating? Does the leave still happen whilst you're in isolation or do you carry it over?

That's what I thought, just wondering whether Royal mail would see a chance to claw something back off us.

On a similar topic. I have 2 weeks holiday booked early June. Looks very likely my holiday will be cancelled. Will RM allow be to cancel my 2 weeks off with them? Obviously i wont want to be sat about 2 weeks at home, would rather be working and re-boom the 2 weeks later in the year (or roll it to the next year).

This looks like a kick in the balls dressed up as a kindness to me. “Sorry key workers, there’s so much sickness that you can’t take any time off this year, because we’ll need you to work yourself into an early grave. Also, to show how grateful we are for your putting yourselves and your families at massively increased risk of death, here’s a below inflation pay-rise”.

I would like to know this also. I have two weeks also at beginning of June and now all my holiday plans are cancelled. Could I move my two weeks to later on in the year? even if it's into winter?

It's my long weekend off this week, It's still only Saturday and already bored out of my mind. Can't imagine what two weeks off will feel like.

They haven't cancelled mine, yet.

I'm exactly in the same position Dex. Tour Operator not cancelled my holiday yet, but I'm sure they soon will do. Hopefully be able to carry these weeks forward, especially with the recent statement from the government.
Any CWU reps have any advice? Will the Union back us when we try to cancel annual leave til a later date when this is all over (even next summer) ?

I'm off week comm 6th April our office have roughly 80 people off I've been told I can't cancel my leave.

Directive from our dom is no leave to be canceled even though our office is decimated next week they are bringing agency workers in even though leave is not cancelled from next week.

Depends how soon your holiday is. If it’s a 2 week holiday they have to give 2 weeks notice to cancel, if it’s 1 week they need to give 1 week notice, 3 weeks is 3 weeks notice etc.

Honestly to anyone thinking of cancelling leave, don’t do it. How easy is it to take time off when you want to? At our DO I reckon 90-95% of requests are turned down.

Now they can carry your holiday over for 2 years, expect them to kick the can further down the road...’oh sorry, there’s no available weeks left. How does August 2022 sound for your next week off?’

Don’t fall for it. Take your leave, stay safe.
The day is gonna come when we’re all gonna have to testify.

It's all very well the government saying this but if anyone in RM decided to carry several weeks of AL forward there will likely not be any slots available to book them at a later date or year.
Therefore I can only presume this idea is to enable employers to cancel AL to enable work to continue. RM are not apparently going to do this though and are using other means to get the mail delivered.

I was meant to be going on a holiday of a lifetime in April for 3 weeks. Obviously the flights and borders have been shut to the country I was planning on visiting. I spoke to my rota man before this completely blew up and he assured me that as long as I give him 2 weeks notice I'll be able to cancel it.

Now the flights can be moved but only within this holiday year. I spoke to my dom today and he said all holiday has to be taken now as everyone is trying to cancel it. He said as more days are cancelled more will need to still be used by the end of the holiday year, which won't be doable.

So now I can't rebook my flight and trip for the time I was planning, as I won't have enough holiday left. My office is a complete shambles at the moment. Some duties haven't gone out for a week, but he still wants people to take holiday? Seems crazy to me.

Also I found this government statement about key workers and holiday and how we'll be able to carry over unused holiday for 2 years.


So obviously I'm pretty frustrated at the situation. My leave comes up in about 3 weeks so I need to get this sorted asap. I know there's bigger issues going on but I've been looking forward to this for over a year. I'll be out near a grand if I can't rebook because of this.

How should I be going forward?

Appreciate any help.
