How do you work that out?
Lapsing generally occurs or is planned due to predicted drops in mail volumes typically in the summer holiday period.
Issues like posties visibly or presumed to be not working all their duty hours can result in budget cuts - removal of hours from the budget and potentially walk/s being collapsed with increased delivery points on the remaining walks.

Lapsing is just to show you all can do your jobs in the time allowed others would make you lapse 5 duties a day if they could and half of them work with you all the running postman is the scourge of the normal postman in showing that savings could be made till they realise they can run no more!
