yeah the PDA actuals are going to leave DOMs exposed and open to questions regarding their budget when theyre paying people to 5pm when the PDA says they got everything done by 1pm.
I suggest people enjoy the current system of OT while it lasts.

Exactly and these doing 2 rounds and finishing well before their time are going to make posties redundant and should be treated with contempt.

Ghosting. A symptom of endemic corruption throughout Royal Mail, and if managers are allowed to be selective in what data they use from the PDA's so they are below the radar it will carry on and on, with neither being brought to account.

You cant start overtime till after your finish time. Everything you do before that is lapsing.

I'm going to assume your fairly new to the job. Now there will be variances in each office but what your saying is unlikely to happen anytime soon.
'Ghost' overtime is going to seem unfair as hell if your on a busy duty and not getting done til later than others. But if the guys doing the ghost don't get a good deal for doing extra they simply won't take it out and then that causes headaches for managers.
It's not fair that you have to go an hour over and get an hour when someone else can get 2hrs for the same work.
You can argue walks should be fairer and I'd agree with that.
If management really do want to enforce a different system for being paid what you work it's likely to backfire when they need things covered. It's been tried a few times and always goes back to the way it was.

If a postie gets paid for doing another activity such as early IPS, collections in the late afternoon/early evening, or offers to deliver part of or a whole other walk in addition to their own walk that is separate to being paid for their own walk.
If a postie runs out of time delivering their own walk & is able to get paid extended delivery for overrunning that is fine too.
Both of the above could be considered overtime but they are separate to each other. The time used cannot be swapped or exchanged between each other. Of course if a postie is delivering another walk the time taken to deliver could be matched to the payment given. What usually happens is that the postie would be paid for the full duty time for the second walk minus the prep time except if the postie prepped the second walk as well.
As others have said though if the payment for delivering a second walk is either perceived to be cut too fine or is less than the time taken to deliver no one will come forward to do it. Most posties - I am probably speaking in terms of FT posties here - just want to prep & deliver their walk then go home. Morale has generally been poor in RM for as many years as I can remember & it often feels like we are on the Somme with RM playing the German side. I admit to still enjoying the job even now but we always have RM gnawing at us or throwing a spanner in the works.
The views I express here are mine alone and do not represent the views of Royal Mail Group.

You need to say you're not taking the new builds as part of your walk, you'll do them on overtime if they want them doing then negotiate how much you want for doing them. One guy in our office gets an extra two hours each day to do work that he can do within his hours. Yes the guy in your office is playing the system, but if you couldn't do that nobody is gonna do any overtime. Who wants to be out posting till 6pm?

Good luck sueing for discrimination too, it's not discrimination and there's no legal right to even be paid overtime so I doubt you'll get far.

God these are a real eye opener! It’s like another world,as it must be from office, management,to gross mismanagement and cover ups within the system to get stuff done,a sorry state of affairs

because if royal mail didn't do deals, duty's would fail all over the country every day of the week. that's the climate of royal mail today.

I get whats being said about covering walks. But if you finish your first walk before your finishing time then that just shows management you can do a lot more lapse. We are constantly told fill your day. You cant be paid overtime before your finish time. Yes you can negotiate x amount of hours for another round but you cant start it until after your finish time. Surely thats fraud if you do.

You really don’t know what you’re talking about, can’t do overtime before your finish time - yes you can
It’s fraud - no it’s not

Explain it to me then. Any extra work you do before your finish time is lapse.

That’s not true, you can do your own walk + some lapsing (which in my office is usually 15/20 minutes but it’s very very rare we do it. We’ve not done it for ages) and still finish before your finish time. You can then start your overtime within your normal time
