I think it could just be the beginning of the end for the USO as it is now. The only profitable section of RM at the moment is parcels, by segregating the parcels/ larger packets from the regular mail management will be able to prove to the regulator/ government that letters are unprofitable and unsustainable as they are and either need a new USO or perhaps completely removed from RM and given back to the "government" ( give up the USO obligation).

This would relieve the shareholders of the unprofitable "section" of the business and retain the most profitable bits. This sounds like a good business plan to me but is absolutely wrong and heaven help us if this proves correct
