From the PDA actuals it would also see the walk being started an hour early.
How will they know if the bit before the start time isn't as overtime? They won't, they'll just assume the bit before the start time is overtime

The PDA data only measures the outdoor workload.

It's really just flexible working patterns.
If you start an hour early, finish an hour early then do an hour overtime what you've done is move that overtime to a time that suits you better.

If it was possible to do this officially it wouldn't be a bad system but there's the question of whether the work is there to allow you to start an hour early.

I don't think there is always the work there for staff to actually gain a full hour by coming in early. There are a few guys who often start an hour early and when I come in they have got their frames prepped and maybe a few packets put in but often they are just sat there waiting for the IPS guys walk-sorting their packets/mail or for their Specials and they are not making any real progress at all. PDA data isn't going to show them starting their delivery a full hour before I get on delivery thats for sure and at best I estimate that they have probably made 20 or 30 minutes.
