From our-CWU- perspective it should be stopped.
Recruiting capability is reduced, while they are striving to protect bonuses I suppose.

I'm surprised that RM haven't looked into either downgrading them to be "Team leaders" (normal OPG pay + Leadership Allowance - however much that is) or demoting them to be normal posties. Added up across all of RM that's probably a great amount of savings that RM could make

True, however, i suggest 2 principles guide Royal Mail management appointment policy.

They are

1. The Peter Principle which is an observation that the tendency in most organizational hierarchies, such as that of a corporation, is for every employee to rise in the hierarchy through promotion until they reach the levels of their respective incompetence.

and

2. Crap flows downhill

Combine the 2 and you have someone to blame when it goes wrong, it also sadly means that its self perpetuating.

A good chunk of management are external to RM. Only ever seen a couple of people go from acting to permanent. Generally line managers these days come from external to the business
