That's not been the way for many years. Schools (in most cases) are run by the Head and the Admin Officer(s) and are semi-autonomous.

There is some real estate still owned by RM and some of it is worth a lot of money. But the majority was sold off then immediately leased back. How does "our DO has 4 years left on the lease" become "the majority was sold off?"
Where do you have any evidence for that?

There are good tax and cash flow advantages to leasing fleet and premises, rather than owning outright. I’m not an expert but if you google it, the info is out there.
