That’s fraud, because you’re claiming for time you haven’t worked, that hasn’t been offered by a manager. That’s the difference. You’re doing it off your own back.

I would agree with you if it was just Royal Mail that decided what was fraud and what isn't, but they don't.

If IB pushed the issue, or RM HQ invoked the work all your paid hours agreement or even a regional manager just wanted to look at the ot hours paid and worked then I think a lot of people would be under the microscope.

Why though. Fairly simple, we are not paid a piece rate like DPD, Amazon etc, where when you have finished you go home. We work a set number of contract hours and we should work those house. Now if you do overtime, in RM posties generally come to an "unofficial" agreement with the manager, which is all fine and dandy. However, if you don't work the hours (but do the work) and all you have is an unofficial arrangement with the manager are you safe.

In my opinion no. The fact that you came to an arrangement with your manager, which is against the national agreements, won't protect you from a legal or disciplinary charge of fraud, all it will do is put 2 of you in the frame, you and your manager.

However, if you know the risks, and yes they are very small, then fill your boots, just don't do it blindly and think you are safe as houses. To think you are would be naive, after all, who doesn't think the average manager in Royal Mail won't throw you under the bus if it helps them.
Just bouncing back to this, isn’t the RM job slightly different to “normal” jobs in that when you’re done, you’re done, it’s job and finish. At least til the pda actuals are nationally implemented correctly??

I worked in the motor trade for nearly 30 years, in garages and insurance companies and if you left early, you don’t get paid unless you make up the time. Even in the ‘80s when the world was a different place, you still worked til 5 every day even if there wasn’t anything to do.
However, back then, you got a similar way of pay in discussion now. It’s rarely used now, but it was a bonus scheme. You got paid a certain amount of hours per job. If you did it in less time, you still got the hours on the job, not what you worked.
So many guys were earning 100+ hours a week and working 39. In principle it’s ghosting, but was paid and never argued.
Guys now who aren’t on bonus, don’t work as fast as they did, work 39 hours and get paid 39hours. They might complete 50 hours work in repair times, or 25, but they get paid 39 regardless

Not in this context when we are discussing if ghosting could lead to a charge of fraud.

Despite trialling the PDA actuals during the summer, we’ve been told is job and knock now and has been since October

That’s going to be a huge issue in our office I suspect anytime soon when we find out that the data has been kept from the PDAs and walks will change. That’s whats being rumoured anyway.

It’ll be interesting if things change or not

Job and finish went years ago, sounds like there could potentially be a load of hours taken out of your office and many walks getting probably at least 50-100 delivery points added to them

I wouldn’t disagree, many walks are too short, the claim they’re all the same is nonsense

I know my walk can be anywhere between 3 and 4 hours from it’s quierest to busiest days

Thing is as soon as the PDAs are live, the early finishers come back at 2:15
The walks that are easier and the blokes who don’t care about the time they get back are finishing at 1, then sitting out til 2:30-3, which is wrong

It's not just wrong, it's pointless unless you tie the PDA to a dog.
If you're sitting in the van for an hour the PDA data will show that.

When we was told the pda actuals were being used near the end of last year on the first day it went live nobody finished early and everyone used trolleys and cut off next day it was back to usual

Nothing will ever change as its not like other jobs and the postmen effectively call the shots by doing the job properly or they can run round with a bag and cut corners

Most of us are aware of that.

However the union rep told us (and I don’t believe or get this) that the data can’t be viewed and then used to change walks, without the permission of the staff.

Personally I agree with the principle of the pda actuals. It’s to highlight the walks which are too long and those too light. We have a pair of walks in our office which anyone could complete by 12;30 day in day out. The 2 guys on it finish 2:30-3 every day. 5pm at Xmas. It’s not questioned by managers or the DOM.
There’s another pair, which when it’s heavy, you’d go til 2:30 with no break and still probably cut off.

There’s no equality and the walks need changing, roads added or removed where possible. But it won’t happen. So it makes the PDAs redundant.

Probably not directly but indirectly the DOM could be told that he/she has got to remove x hours from the office, depending on how many hours they've been ordered to remove, they might have to change walks to suit the total available hours.

And if it’s done correctly, then that is ideal. Too many are milking it. Today a guy took his walk and half his buddy’s who was off sick. Got paid 3 hrs OT. Finished and signed out! 12:30.

That’s taking the piss

Fact is, we all know ghosting goes on because of 1. Managers needing all the walks to clear and 2. Greedy postie's. There are some postie's doing early ips for an hour...so they maybe do half an hour of ips but spent the other 30 minutes putting their mech in....could this be fraud methinks??? The gaffer doesn't know because they never come in that early,but they know what's going on and turn a blind eye on the assumption that the postie came in even earlier unpaid to get their mech in.

Until royal mail managers take greater accountability for their budgets they will never be truly run efficiently and fairly. Pda actuals is the tip of a very big iceberg and they know it will create a lot of emotions in the conversation over fairer deliveries.
On the face of it, shareholder value is the dumbest idea in the world.
