Do they allow you time for individual businesses? ie. waiting on receptionist getting off phone to sign for items, or finishing with visitors, etc? all these are going to take extra time and not necessarily happens each day
That’s why you only have to work your time if you want to. Stuff happens.

The main problem with RM is that it's a big deal if you finish a bit before your duty time ends but if you go over or come in early it isn't taken into consideration & no one wants to know.

There's an obvious solution to that one.

What happens if you get back half hour early, sign the sheet as coming back half hour early, but then stay your remaining time and do indoor work (d2ds etc) then sign out as leaving at your duty time.

Would you be pulled up on it because the pda says you got back early then docked pay even though you stayed and did some indoor work?
You wouldn't be docked pay regardless, there is no provision for that.
