ADDENDUM – TERMS OF REFERENCE BETWEEN ROYAL MAIL AND THE CWU FOR THE TRIAL OF RESOURCE SCHEDULER IN MAIL CENTRES, PRDC AND DELIVERY OFFICES

EXTENSION OF TRIAL PERIOD

Branches and representatives will be aware that a Terms of Reference was agreed to enable trial activity in relation to the Resource Scheduler to commence in August 18 (LTB 441/18 refers). In line with the agreed processes the trial activity took place for the agreed two month period, at which point the trial was paused to allow a review to take place.

As the Joint Working Group was unable reach an agreed position in relation to the outputs of the trial or recommendations at that stage, they produced an interim report outlining the parties’ respective positions to enable the review to take place at National level.

The report highlighted that the initial trial activity had been inhibited due to technical issues and delays in agreeing and establishing base data, which impacted on the ability to perform meaningful planning in Resource Scheduler.

As the trial was somewhat delayed by the overall slower than anticipated application and performance of the Resource Scheduler system, the business requested an extension to the original Terms of Reference to enable further activity and analysis. Discussions have therefore been taking place on a cross departmental basis with the business since the interim report was produced in relation to their request to extend the trial at the existing sites until the 1st March 2019.

An Addendum to the original Terms of Reference has now been concluded and endorsed by the Postal Executive, a copy of which is attached for your information.

Branches will note that all principles and working practices enshrined in the original agreement in relation to Terms Of Reference Between Royal Mail And The CWU For The Trial Of Resource

Scheduler In Mail Centres, PRDC And Delivery Offices as communicated via LTB 441/18, will continue to be applied.

For absolute clarity Branches are advised that any wider trial or roll out of the Resource Scheduler, either beyond the listed trial sites or to other business functions, will remain subject to National agreement and a new Term of Reference.

A formal National review will take place at the conclusion of the extension period in March 19.
