Wonder what would have happened had the shoe been on the other foot,and the postie had done this to their manager? They wouldnt have got away with it,so why should they?

My advice is to write to the Board member responsible for bullying and harassment and also to the area union rep.

Best bet is to ring the bullying hotline and NAME name's - and you don't even have to give your name. Don't bother with grievances as it seems obvious that you're DOM is ignoring them and your rep isn't that interested either. A quick phone call is most convenient without having to put pen to paper, it gets it off your chest, is confidential, and most importantly because it gets recorded from outside your office it gets LOGGED. Royal Mail do take bullying and harassment very seriously and from what you said this manager needs reporting ASAP.
On the face of it, shareholder value is the dumbest idea in the world.
