Your manager is wrong and getting confused. It’s an 11hr break between shifts in the same employment.
I don't think that is correct:

Under the Regulations workers are entitled to 11 consecutive hours’ rest in any 24-hour period, a 20-minute break if the working day is longer than six hours, and two full days off per fortnight. Workers cannot waive these rights in their contracts. While the Regulations don’t clearly stipulate that an employer is obliged to monitor if rest breaks are observed across jobs, the commercial, health and safety, and personal injury risks of not doing so still exist.

Furthermore:

More importantly, if in the employer's view the number of hours being worked might threaten the health or safety of the employee (or of others), the employer must take all reasonable steps to remove the health or safety risk. This might mean instructing the employee to give up the other job, or reduce the number of hours being worked there (if that is reasonable). The priority should be to protect the health and safety of all workers by ensuring that no individual works such long hours as to be a danger to him- or herself or to others.

That can't be correct clashcityrocker, surely, as you have posted doing wally weeks, six straight days for five weeks in a row.
The wally weeks have Sunday off every week

I can't give you a definitive answer as I am not an employment lawyer. (I'm sure Woody will be along ....)
However I simply gave a counter argument to the assertion that it isn't any of RM's business (it might be) or that the 11 hour rule only applies to one employment. (plain wrong)
I'm not sure how anything I posted has any bearing on Wallington weeks.

There is a legal requirement for an employer to ensure that each employee has a 11 hour minimum rest period per week. Additionally that they have a 48 hour rest period every two weeks.

This can not be opted out off as it is law. Royal Mail as a private company is audited to ensure this happens. Royal Mail have show to be breaching this 11 hour gap on such things as late opening enquiry opening.

Royal Mail has the authority under your contract of employment to ask you what hours you work in second jobs as if you have a serious accident and say the HSE investigated and it was shown that you did not have a 11 hour break than Royal Mail may be libel for breaching the law and duty of care.

This is why Royal Mail are attempting to cap working at a maximin of 70 hours per week and at the same time introduce the 11 hour gap. It does not matter if it is in a second job , the law is do you have a 11 hour gap and if you don’t than your in breach of the law and your Royal Mail contract.
