LTB 491/18 - JS - GUIDANCE ON THE INTRODUCTION OF THE SHORTER WORKING WEEK FOR DEPOT OPERATIONS

No. 491/2018

30th August 2018

For the Immediate Attention of All:

Postal Branches

PFW Regional Organisers

PFW Representatives

JOINT STATEMENT BETWEEN PARCELFORCE WORLDWIDE AND THE COMMUNICATION WORKERS UNION:GUIDANCE ON THE INTRODUCTION OF THE SHORTER WORKING WEEK FOR DEPOT OPERATIONS

Dear Colleagues

You will be aware that the Parcelforce Worldwide Annex of the Agreement between Royal Mail Group and the Communication Workers Union Regarding Guiding Principles of Employment Security and a Mutual Interest Approach to Future Challenges and Opportunities, outlined the required enablers in relation to the introduction of the Shorter Working Week for all Customer Service Provider (CSP) grades in Depots.

The attached Joint Statement confirms that these enablers have been achieved and the first hour reduction for CSP Depot grades will take place in October 18.

As outlined in the attached document it has been agreed that due to the complexity of Depot operations it has been agreed to not be prescriptive on how or where core working time should be reduced and local discussions may consider a wide range of different options for achieving the required reductions. Core hours should be reduced where it is most practical and operationally viable way across the range of duties in each location. So long as the proposed changes maintain the required level of service in each functional area, there is no restriction on how you approach the reduction to core hours.

Equally however, where it is locally agreed that the reduction in the working week can be achieved through the removal of unproductive time then this option should always be considered as preferential. However, it has been agreed that PFW colleagues should not be required to work harder, in remaining hours, or should incur a reduction in guaranteed earnings in order to enjoy the benefit of this change. For clarity it is recognised that there are no additional efficiency targets or predetermined outcomes to this activity.

Discussions should have already commenced at Depots in relation to agreeing how the reduction in core hours will be applied. However, where any issues exist in relation to finalising arrangements you are requested to make the department aware of them as a matter of urgency, in order that any assistance that is required may be provided.

Branches and representatives are requested to ensure that our members are made aware of this LTB and the attached Joint Statement.

Any enquiries in relation to this LTB should be addressed to: Davie Robertson, Assistant Secretary, email: dwyatt@cwu.org or shayman@cwu.org quoting reference 102.13.

Yours sincerely

Davie Robertson

Assistant Secretary

So they take out the (as required by jv5) or whatever and make you work the exact same with the same weight of duty but in less time which means more stress and mistakes. Well done union with your LOCAL agreements that work one way and it's certainly not for the troops. :arrrghhh
