On another note when we move to 38 hrs in Oct our basic hourly rate goes to £11.39 only 10p below our overtime rate and if we move to 37hrs in Oct 2019 our hourly rate surpasses our overtime rate if I am right in thinking the overtime rate does not increase with each hour off
and a PT on SSPR above his basic hours is this year £11.75 (26p more expensive)

It's pretty basic. The full timer has been paid the whole amount of delivery supplement. The part timer has not and the extra pennies per hour is to make up the delivery supplement for hours worked. It looks like the part timer is getting more but he is not. The full timer has already been allocated the whole delivery supplement. The part timer only gets the pro rata to yours on contract. AT 39 HOURS THEY ARE BOTH PAID EXACTLY THE SAME. AND WHEN THE 38 HRS COME IN THE DELIVERY SUPPLEMENT WILL BE A LITTLE MORE PER HOUR ( AS LESS HOURS SAME MONEY) AND THAT'S WHY THE PART TIMER WILL BE PAID EVEN SO ON O/,T. BUT THAT'S JUST TO BRING THEM UP TO WHAT THE FULL TIMER GETS WEEK IN WEEK OUT. I HOPE I'VE EXPLAINED IT CORRECTLY. :nana

Yes he is.

If the DOM pays 3 full timers to come in for an hour on earlies he pays 3 x £11.49. A total of £34.47
If he pays 3 part time staff to come in for an hour early he pays 3 x £12.26. A total of £36.78

It is cheaper to use the full timer on overtime than it is to use the part timer.

And so to the other part of the question.
When the review of part time hours takes place, are those full time "earlies" hours going to be taken into consideration?

my mate is 32 hr contract. he had 7 hrs overtime in. he got £82.22. that doesn't equate to £12.26. its more than a full timer though.

the way i'm reading it. a part timer on 25 hrs would get more SSPR than a part timer on 32 hrs. must be because there is more delivery supplement to make up if you are on 25 hrs.

I don't have any pay slips so I can't check my original maths. It may have been wonky. Maybe I should have got a 6 year old to check it.
However common sense suggests your figure is accurate as basic + delivery supplement would be about £11.70/hr.

SSPR would be the same for any part time contract.

Yes, because SSPR is paid on all overtime up to 38/39 hours. But the actual cost per hour is the same for RM whatever your contract is up to 38/39 hours.

The point therefore is
1. Are RM giving preferential treatment to full time staff because they are a cheaper overtime option?
2. Are RM giving preferential overtime to full time staff to avoid having to increase part timers' contracts when the reviews take place?
3, What is our union doing about it?

No they aren’t so the union doesn’t have to do anything

Neither.
In most offices pre-arranged overtime is allocated sometimes by a manager but often a CWU represented grade, even in some ridiculous cases by the union rep. Preferential treatment is given to full-time staff primarily because the person handing out the overtime is full-time, usually benefits unduly himself(almost always male) and logically with roughly the samel length of service most of his best mates and those on the receiving end of those gifts are full-time

"RM" knows very little about the unfair and unlawful practices, gross abuse and downright fraud that makes up the stinking cesspool that is pre-arranged and scheduled overtime. If they knew the whole truth their entire legal department would probably resign overnight.

Why don't part-timers make more noise? A lot of them are not aware of their right to be treated fairly, know how corrupt this business is, and don't want to rock the boat in case they lose whatever scraps are thrown their way. Management are pathetic and think the office will fall apart if these kings of the docket are pissed off.

This is the truth about the overtime system the union seeks to defend under the guise of "protection earning opportunities" Rotten to the core but as any full release rep will tell you...You don't get elected by fair distribution of wealth if you're taking money out of the pockets of your core support.

One of those good ol boys in a neighbouring office was apparently apoplectic with rage recently because he was turned down for overtime as he had already breached the 70 hr mark that week, this in an office with a 50/50 part-time ratio where some members are having to live off 20 hr contracts. I was sorry I wasn't present, I would have PMSL and ROFL as the kids probably don't say anymore.
good times, bad times you know I've had my share
