You get quick , normal and slow postie's. How's that going to work with PDA actuals. The quick guys finish an hour early , normal guys on time , the slow guys an hour over. All this on one walk.

This is exactly the juicy point with this.

I’ve said in another thread, this all boils down to how is the PDA going to be used to say you’re being purposely slow. I don’t buy this “they can’t be used for disciplinary purposes”. Yeah sure, I buy that they “say” that “now”, but they must have a plan for the fact that all posties are just going to go slower if they know for SURE they will be doing more work when they get back.

The reason why a lot of posties in our area do not just “plod” along is because they still have that incentive to get done; time is still being made here, whether it’s the official position or not. Not a piss-taking amount of time, but an amount of time where the postie ends up doing more than he would if he just plodded along, but enough time for that to be worth it.

RM must know that if they take that away with PDA actuals, the whole dynamic changes. I reckon a huge part of the delivery structure is still propped up by this job done mentality. Nowhere near as much time as in the past but its still there. But maybe they don’t know. Could be a big shock to the system.

I think the official line is that walks will be 'averaged' over c.6 months. If so floaters and/or reserves being faster or slower than n the walk=holder wouldn't signify very much.

However, my experience of RM's ability to handle data in a sensible way does not fill me with confidence in that regard . . .

PDA is real time recording. It is not a individual performance measure. The simply fact is that all OPGS have a contract of employment which is based on a level of hours being worked.

Whether your fast or slow the PDA will identify what time you leave the office , what route you take on your delivery and what time you finish.

Clearly Royal Mail is pushing they want individuals to work all paid hours and if someone is rushing around and finishing early than their paid hours than they will want to consider whether they could do more work to make sure they work their hours

Additionally if an individual whether part time or full time is working beyond their hours on outdoor delivery than the PDA will identify this as well.

But what a lot of us have is extra resources being pumped into the indoor to ensure absorption can take place.
What agreement is that in?

We also have a lot of part time staff being brought in for 3 hours overtime in the morning so they can finish 2 hours early - so the rest of us can absorb.

It is quite clear that either the managers do not understand how to resource to workload or they are playing a completely different game.
If the outputs from the PDA actuals are just for the DOM's consideration he is going to allow his favourites to carry on as usual while the others are going to get more work.
If postie A finishes 2 hours early then is postie A going to get 2 hours more work or 2 hours less overtime. Or the DOM is going to say the PDA actuals are showing the office has x amount of spare capacity so we can absorb x more duties?

This is the issue I have, a lot of rounds I do I can finish up to an hour early roughly because I get my head down and get it done. If I’m back an hour early and the Dom wants me to do abit more then it’s overtime and both sides are happy.

Flip side to this is now I’ll be slowing right down because I’m not working fast just to get to do more work for free.. I’ll be coming back just before my finish time and it’ll backfire come Christmas time when the Dom will have to find someone else to take part of my round. Swings and roundabouts and all that.

The PDA actuals cannot & will not be used to target individual posties but can be used to amend individual walks. So if you have say fifteen posties in a DO and five of those posties are regularly finishing before time that time saved will be added up. It will then be used to remove hours from the DO budget, or if there is enough time saved, maybe remove a whole walk. Then one postie may get moved to another office permanently and a rework of all the walks plus a full resign would take place. Therefore it will be worthwhile for posties and union reps to have a meeting maybe outside of work and decide how to defend their office. Easy to do just by following some of RMs rules that we haven't previously done and maybe just not rush around quite so much.
If the PDA actuals show a walk is too long it will get timed by having the DOM go out with you on delivery. If they concur it is too long they do something to fix it such as taking you off the sorting.
Supposedly RM are more interested in the PDA actuals to design time window software for delivering parcels on the walks. We will have to wait and see if this is their primary interest. Even if it is setting time windows could cause problems with getting the job done.
Up until now 'job & finish' has probably been a thing in most delivery offices. I think it was originally a RM idea until they decided they didn't like it. But once RM switch on the PDA actuals in your DO you will have to change tack.
The views I express here are mine alone and do not represent the views of Royal Mail Group.

Sounds sensible.

If accurate then, the following statement is, as a consequence true, no?

“Posties will have an easier time by simply walking half the speed they currently do”.

I just find it difficult to believe that hasn’t been foreseen and planned for.

The agreement does allow them to use PDA Actuals for disciplinary purposes.
It simply doesn't say under what circumstances.

What will you say when your dom asks you why you are suddenly taking an hour longer?

But your not working for free if you take extra out because you have finished early. If your in your contracted hours then you are being paid. Why should RM pay you double when in fact you are still within your contracted hours?

I've started knocking on loads of doors to get rid of parcels, using my lwt, walking at the same pace as other etc etc

Then if the Dom says you can't do that, he will have to make the rest of the office work as fast as he wants me to or its victimisation

I thought the idea of reducing the working week was due to a reduction of indoor work? If this is the case, then in future there will always be opportunity for Royal Mail to absorb as we will be spending more time outdoors.

And I've always noticed that whenever we do tend to lapse the 2nd wave often arrives in the office much earlier than usual!
