It's based on some or all of the national trials being successfully implemented. But everything in the agreement is being held up for various reasons. For example there isn't legislative time this year for a lot of stuff the government would like to do. They don't think there is that much interest in CDC pension schemes and have additional concerns about them so that won't be worked on before October at the earliest. Such a pigs ear is being made of the Brexit negotiations so that will take precedent anyway.
I think the CWU are starting to realise what an awful agreement they have got us to sign up to now. So there are currently more negotiations taking place on how PDA actuals data will be used. Its likely the AHDC and maybe other stuff in the agreement will need further negotiation as the majority of what the mindless voted yes for is as vague as it could possibly be written.
If we do get the second hour of SWW implemented it will result in twelve minutes later starting time per day as with the first hour of SWW. Not a good idea to take an hour off Saturday as that is quite often the busiest day of the week. Also there is a tendency to get more people off sick or general staff shortages on Saturdays.

I thought you were talking facts until I read “what the mindless votes yes for” then I realised you’ve got a personal agenda.

What I wrote is correct. I apologise for the 'mindless' comment and did not mean to cause offense. It does worry me that people can't take the time to make up their own minds. Just because the CWU have said it is a very good agreement doesn't necessarily mean it is.

No it is not. The first hour is subject in Delivery offices to the trials on bench meeting ( not the outcome ) , the Automated Data Capture trial which will be in Northwood and Hemel Hemstead Offices and will be non passive as delivery staff will have swipe to record their entry and exit. Mail Centre staff and RDC will be Automated. Additionally the hour is linked to LAT product and the Delivery Last letter moving to 15:30 urban but not everyone will move to 15:30.

All of this will happen. The plan is that everyone will reduce their hour on the same day. However the detail of where the hour comes off from in locals offices will be guided by IWT indoors and PDA actuals outdoors. There is now a National Joint Statement on PDA actuals and this will be rolled out via meetings at Divisional , Area and Local level over the next few weeks.

The first hour is a given. The reduction from 38 or more will be subject to new functional agreements including the outcome of the trials sometime in 2019.

In Delivery Offices all staff will have to swipe into the office to activate the Automated Hours Data Capture. Whereas in Mail Centre and RDCs every entrance point to and from the sorting floor will have turnstiles so as soon as a member of staff enters the floor or exits the floor it will be recorded via the turnstiles at every entry/exit point.

Can't see that working, it'll more than likely fall foul of H&S and/or fire safety regs (fire exits/escape routes). I suspect that it might also fall foul of equalities regs as well

Go and visit Greenford MC and PRDC as that is what is happening and why would it fall foul of H&S lots of Offices and even the Mount have turnstiles to enter the building and to leave.

It's not going to be practical in all MCs. Doors leading out to warehouses, loading bays, collection bays can't have them as they'd cause the doorways to get too congested

At our RDc we have a turnstile to enter the building from the car park with an ID card, or assisted by reception for agency, visitors & we sign in & out at reception. Then the same method through reception secure door onto warehouse floor. Will this system be modified to capture the data required.

The benefit of the shorter working week is easy to apply in Mail Centres/Processing.
You walk in at starting time and leave at finishing time, simple.
Virtually impossible in Delivery, so no change there !

Not really going to work in MCs either. Unless it's a quiet day it goes to the wire. With one hour less to process the work it could result in the work going out to DOs an hour later

i dont know about other offices, but we finish late as it is [1530 town 1545 Rural] . With the increase in parcels, rounds growing in size due to new builds, and more Scanning [the 2D scans] slowing us down we cant take an hour off. But guess if the sorting is done quicker and we'r out the door quicker, which I have been told is the plan. Flats to come in walk sorted and more sequenced mail, is this right? Otherwise its not possible in our office.

I still can't my head around the SWW concept given that hours of work are not going to just disappear and RM won't want to employ more staff yet the CWU think we can do the same or more work in less time. I can see that in the future technology will remove more and more jobs so some kind of national income scheme along with sharing of jobs would happen. It's apparent that the internet shopping is taking over more so more shops and chainstores will close down. But I don't think we are at the point yet where this really kicks in so SWW isn't needed yet nor is it workable.
