People where i work are being told they cannot come in and sort before their night turn ( 2 TO 3 HOURS ) , is there a rule that if casuals are working that evening they cannot stop you attending.
It is ok for managers to spend most of their night shift sorting or running css machines ?

Yes managers can. However, as they are employees of another Business and if Royal Mail needs people for 2 different periods, their employer can use who they wish as long as they don't break any of the myriads of H&S laws on hours worked.
Looks like you need a rep to sort it out.

However, its work more proper to OPGs, not managers and therefore the Union should be raising it with them if they are not allocating enough resources to cover the work.
