No, it's only illegal if done covertly.

It is illegal to track vehicles or people if the subject is unaware that they are being tracked, but as long as the subject has agreed to it taking place and has consented to it either explicitly or implicitly, for instance, if it is part of an employment contract, and the data is used only for its intended and stated purpose (e.g. to improve driver performance and efficiency) then vehicle tracking is permitted by the Act.

The use of PDA actuals for resourcing has been tied up in negotiations since the agreement was endorsed.

Royal Mail clearly see the use for PDA’s for examining whether all overtime , belated , full time duty , rest day or part timers Outdoor hourage is being worked.

The Cheshire and Mersey Area was the trail area and some offices it showed that some individuals were working over and a significant number under. It showed that some part timers who were claiming more hours were not working them outdoors and some absence overtime being paid was not being worked.

Royal Mail organised Divisional workshops to roll the use of PDA actuals and they have been stood down as both parties have reached an impasse over a Joint Statement on the use of PDA’s for resourcing.

i work in an office in said area......weve been briefed by union rep,,,and then branch over whats happening....they track our movements the morning after,,,,so todays route can be looked at from 6am tomorrow morning...only the boss and the rep and see ours...BUT we can ask for a copy of our own each day....err if you so wish.

so at the moment were working all the hours in our duties...

weve had bosses now following certain lads...so that concurs with the above...a couple of lads are rumoured to sit out and claim overtime

Noticed when you click on the pda to see what apps are open in recent, an app called pda actual appeared in the list. Are they suppose to tell us they have started using it?

The App will be deployed to the full PDA estate starting from w/c 2nd October and due to be completed by 16th October. The plan is for the App to be deployed in 6 phases across the delivery and collections estate.

Most Postie's say yes they did know what they were voting for but I think I would beg to differ.

This PDA actual data could be used for good or evil purposes. Ideally it would used to fix walks that are not completable within paid duty time and to check that breaks are being taken etc. But I expect they will only look for Postie's that are getting done a little bit early. Sounds like they might get a thing on the PDA telling you to get to the next parcel delivery within XX minutes. Very 'Amazon' style !!

So many people wrongly think this will be used to make people work their full contracted hours. It won’t be. We are 7 years in now from when we were told job and finish is finished, it isn’t and it will still exist after this is rolled out.

It's a resourcing tool.
Like all resourcing tools its primary function is to align workload against resource.

There is still no minimum standard that people have to work to, no minimum number of houses they have to delivery to in a given time, no minimum speed they have to work to, no agreed minimum prep rate and on and on...

Due to this how can they accurately calculate what is and is not achievable by all individuals on and given day?

The tools that have just been used in my office revision shows my walk as a 5:15hr Delivery span. I can do it in 3:40. That’s without running, if you see me you will know I don’t run. I just work at a nice pace and with crack on with it. I finish 2hrs before my time currently. People with smaller rounds book over an hour a day so are actually working 3hrs longer than me BUT if you look at the work load I have done more. Delivered to more houses, walked further and delivered more parcels.

no minimum number of houses they have to delivery to in a given time
There is a reason for that

High-density population urban areas with backs to backs will get more houses done a lot faster than a rural driver on a muddy track with 100s of yards between properties. The same can also be said for the more affluent areas with a high-level incidence of detached and gated properties.
no minimum speed they have to work
there is a planning speed with averages out around just over 4 mph.

If you think the average speed we are expected to walk on a 5hr period is 4mph you are so wrong. The average walking speed of humans is 3.1mph. That’s without dragging a trolley.
