Royal Mail has been accused of "rewarding failure" after it emerged that its chief received a bumper pay-rise.

In a year that has seen the company's profits fall and the service crippled by strikes, chief executive Adam Crozier was given a 26 per cent pay rise, taking his total pay package to £1.25 million.
The disclosure of Mr Crozier's bonus follows eight days of strikes which led to a backlog of 200 million letters and parcels

Mr Crozier's increase was almost ten times the 2.9 per cent awarded to other staff. His performance bonus was £469,000 on top of a salary of £629,000 and £158,000 in pensions and benefits.

The Royal Mail chief has overseen a period of modernisation which has resulted in the loss of 45,000 jobs, the closure of 4,600 post offices with a further 2,500 to follow.

The company's profits have fallen by more than a third to £233m, mainly because of increased pension fund costs.

The disclosure of Mr Crozier's bonus follows eight days of strikes which led to a backlog of 200 million letters and parcels.

Royal Mail was accused of "rewarding failure" after disclosing that its chief executive, Adam Crozier, was given a 26 per cent pay rise last year, taking his total package to £1.25 million.

Despite the loss of twice-daily postal deliveries and the closure of thousands of post offices, Mr Crozier, who has just been embroiled in the worst postal strike in 20 years, received a performance bonus of £469,000. His salary was £629,000 and he had £158,000 in pension and benefits.

The pay increase was almost 10 times the 2.9 per cent awarded to other staff in the year to March 2007. Royal Mail's profits fell by a third, despite its effective monopoly over postal services.

Lindsay Hoyle, a Labour member of the Commons trade and industry committee, said: "I would have thought Mr Crozier would have foregone his bonus.

"No member of the public sees it as an achievement to go from two deliveries a day to one and to preside over a massive post office closure programme. It's time we stopped rewarding failure, as people will see this as double standards and hypocrisy."

Charles Hendry, the Tory spokesman on postal services, said: "People will be mystified at how Mr Crozier can be paid so much when they are seeing a reduction in so many services and at the end of a bruising strike which has caused so much inconvenience."

Mr Crozier has overseen a huge modernisation programme resulting in the loss of 45,000 jobs and the closure of 4,600 post offices, with another 2,500 closures to follow.

Allan Leighton, the Royal Mail chairman, defended Mr Crozier's pay package.

"I said when I took on this job that this is a mess and I need to get good people to run it and I will need to pay them accordingly," he said. "People who run companies always get more than their employees. That is a fact.

"Adam runs a very big company and does a very good job. If you compare his package to FTSE100 CEOs then it's at the bottom end, not the top end."

Mr Leighton and Mr Crozier said profits had dropped by more than a third to £233million, mainly as a result of increased pension fund costs.

The group, which also includes Parcelforce, expects to operate at about break-even this year and next, they said.

Directors were awarded bonuses totalling £1.5million, a 50 per cent increase.

Mr Crozier's actual pay was £999,000 — up 26 per cent — after he deferred £257,000 of his bonus into a long-term incentive plan that could mean even bigger bonuses in future.

His bonus is largely based on quality of service targets. Royal Mail's report said 94 per cent of first-class post was delivered the following day, the best performance since it became an independent company.

Alan Cook, the managing director of the Post Office, received a £165,000 bonus on top of his £255,000 salary. He is about to embark on another huge closure programme.

The timing of the announcement could not have been worse, following eight days of strikes that led to a backlog of 200 million letters and parcels.

Dave Ward, the deputy general secretary of the Communication Workers' Union, said: "Postal workers have had to take eight days of strike action to get any pay rise at all while the chief executive receives £1million. It's time to review pay at the top."

The strike led to a deal bringing the average salary of a postal worker to £16,796.

First of all Blair was wrong to open up the market, the european postal service providers backed by their own goverments have have announced that they will not be opening up until 2013, a delay of 4 years if at all becuase they can see what has happened to Royal Mail.
Secondly Royal Mail has always made a profit before the Goverment took their share.
Thirdly look at the deal the Unions have got 3.5% a year increase, plus 2 lump sum payments totaling £600.
The pension reduction taken out of the system and any new working arrangements to be neogiated locally.
I would have thought that in any PLC the Shareholders would be asking for the Boards rsignation on that deal alone.

I don't have much time for the posties & their unions. They do what is basically an unskilled job, expect to go home early and get a nice pension. I should be so lucky! BUT this guy Crozier is taking the p**s. Grossly overpaid, If he was paid on performance his pay would be declining from the ridiculous salary he started on in 2003. He also did a poor job at the FA, most were glad to see the back of him. Mind you he is not the only Fat Cat at the PO.

Of course, he doesn’t deserve it. These crazy awards give the market economy a bad name. Actually, they are a distortion of the market because all the fat cats sit on each other's boards and award themselves "competitive" pay packages. This merry-go-round will continue until the shareholders get wise and throw a few of them out on their ears.

The most flagrant abuses are in the corporate world. Nobody minds people getting rich if they start a business, take risk, work all the hours, create wealth and employment and build something worth billions. But these corporate fat cats who look after each other and get rewarded for failure, poison the whole business environment and give left wing nutters something to rant about.

The truth is, there are plenty of bright people in business, but too often, they are outside this Magic Circle. Someone could do Adam Crozier's job for £250k a year, no problem, and the same goes for nearly all the other fat cats. The shareholders should start shouting for blood. Overpaid mediocrities can be replaced by someone bright and ambitious, possibly promoted from within. BUT, they should be contracted not to serve on any other boards and scratch backs until they retire.

my husband is a post man and to be told by the
top managers that they are not working hard
enough is a disgrace, but now I see why, what a
shame to receive only £469,000 as a
performance bonus!!! my husband received a lot
less than that. I have to work to support our
family as we could not live on my husbands
wages, he works from 6am to 2pm every day, 6
days a week. The work is hard and most days he
will have 7 to 8 post bags full of post to deliver
by hand, he uses his own car, which we have to
pay the petrol for and we have to pay the
increase in the car insurance with no help from
royal mail, the post people are encouraged to
use their own cars. the post people would like a
livable wage, the basic pay is £256 per week for
working over 40 hours.

How much does Billy hayes receive as General Secretary of the CWU - I have found reference to a package of over £120k per year. What does the CWU produce? Why doesn't he earn the same salary as a postman?

Salaries are payable for the job. Adam Crozier is at last challenging the creaking nonsense that is the Royal Mail with the aim of bringing it into the 21st Century. It can't be an easy role or they would pay much less and have hoards of potential candidates.

The Royal Mail will be able to pay him twice the current rate when they have sacked all the skivers and layabouts who want to be paid a full days wage for part time and have a union that tries to protect individuals caught stealing from the mail. The sooner the CWU is crushed the better the service will become.

Small minded comments from small minded (and bitter) people. The posties need a raise do they? Maybe they should have worked harder at school/college. People casting their opinions know nothing about the man, the pressures or the role or his performance targets. There are very few people who could do his job therefore the laws of supply and demand force the price up. Our postal service is still one of the bbest in the world and desperately needed modernising. Get a grip all you moaners out there and worry about your own lot not that of others.

My parents are encouraging me to pass my examinations but if the example of big business is anything to go by ending with Merrill Lynch and now the Post Office, the real way to succeed is to be a spectacular failure.

Someone mentioned this earlier - the 'remuneration boards' which have been put in place in Civil Service agencies and would-be-commercial public bodies such as Royal Mail and The Post Office, do seem to be - with the senior staff whose remuneration they determine - like some awfully chummy old boys' club. And inevitably the club rewards its own - failing or not. What a farce.

This mind-boggling incompetence years ago could have been the theme for another "Carry on" film. Now it is an embarrassing reality of life in Britain.

Lindsay Hoyle, Labour MP, need look no further than the Labour government for allowing this to happen. Despite the mockery of its plc status the Post Office is for all practical purposes a nationalised industry. Moreover, the government owns absolutely all the shares in the plc, and it is the shareholders who "vote" the remuneration of a company's directors and its chief executive.

McBroon has one pay policy for civil servants and other workers in the public sector, and over-filled troughs for the snouts of those with whom he rubs shoulders. The "son of the manse" is a gross hypocrite just like the one before him and should take either control or his P45.

Yes. He is doing a good job, if extremely unpopular job. He did not create the Post Office, nor the environment in which it has to work. On the other hand one could question the wisdom of taking any kind of increase at all. It looks like political death, even if it is the right business decision.

Does he deserve it? If you consider the successes he has already achieved in his (unwritten) task of running down the Royal Mail so that the paltry crumbs of the business which remain can be handed over to its other - non-public-service-driven - competitors, then, yes, he has done a wonderful job.

I cannot see that the Royal Mail chief
deserves this pay rise. Besides the failures you mention another blow this week is the withdrawal of the Sunday postal collections creating a long weekend gap in postal movemebt.

It is a yuppie salary gone mad in as Voltaire would say @in the best of all possible worlds@. We are entering a new phase of capitalism where the whole process is run for the benefit of what Djilas would call a new class but we simply call the managers. If we do not control it then there is misery ahead for all of us. Capitalism can justify high salaries for efficient entrepreners who create new industries but for unsuccessful managers like Crozier?
It is totally bonkers. He is an inefficient manager: prices are rising and the standard of service is falling.

Reduced deliveries, backlog of parcel deliveries, post office closures, incompetent management equals massive pay rise?

Under Tony Blairs' inept government it was to be expected - but has Gordon Brown got enough balls to step in?

I await news of his acting, but I am NOT going to hold my breath.

Adam Crozier seems set on a course to destroy Royal Mail by slowing down delivery of mail at a time when competing services (email and parcel delivery) are speeding up. His latest move is to delay his one daily delivery until lunchtime. Our local postmen and women now report for duty two or three hours later than before. Crozier needs to go before he can cause more damage. He should be forfeiting salary not taking a bonus.

Now is the chance for Adam Crozier to make a conciliatory gesture by donating his £469,000 performance bonus to the Royal Mail pension fund if he were to regain some of the respect and trust lost in the recent disputes with the CWU.

what a joke!!! he should get in the real world and come and work in a delivery office for a day. i wouldnt mind betting that he wouldnt turn up for the 2nd day. we have gone on strike and lost loads of money so he can line his own pockets!! why are the government not stopping this disgraceful wage rise from happening?

The only thing that Adam Crozier should be getting is is P45! He is head of one of the worst companies in the country that are incapable of providing the service we pay for. My business is losing clients because of it. Pouches are dropped off at unsecure locations then get stolen and Royal Mail will not even pay for letters that need to be sent to find out if cheques etc were in that stolen pouch

This on top of the news that consultants in the Post Office are earning £300 per hour is bad enough, but the TV Campaign for "The People's Post Office" takes the absolute biscuit. Having just been notified that our local village post office is to be closed and replaced by a part time mobile service, sparks of bad management.

The Post Office has been destroyed in the last 10 years by its majority "shareholder" the Government. The damage to our postal services can be traced back directly to damage John Prescott inflicted on the post office during his time as Deputy Prime Minister.

How this enterprise (and I use that word loosely) can be considered the "people"s", given the proposed mass post office closures, is the ultimate insult. Those running the Post Office / Royal Mail have a cynical contempt for their customers that is mind-boggling. Crozier should be back running the F.A. - as in Sweet F.A.

So, what's new? Go back over the last decade or so (and beyond!) and there'll be no difficulty in finding examples either in business (so-called) management and public life of failure being equated with success. Indeed, the prevailing culture seems an embodiment of the line from the Bob Dylan song (Love Minus Zero) "There's no success like failure....".
"Money has to be earned"? A worthy lesson but pointless, perhaps, when looking at popular culture and the multitude of 'celebrities' where stupidity, ignorance and vacuity are publicly lauded and enriched. No wonder career aspirations appear to consist largely of a wish to be a 'tv presenter', or simply to be 'famous'.

Crozier is a total waste of space, how, please tell me how he can command such money when he has done nothing to improve the service?
Last week a package I had sent from the States attracted £5.68 VAT, the 'Royal Mail' charge for 'Handling this payment £8.00, I now understand why such a ridiculous charge was applied. What an ugly situation, presided over by a hypocrite. Allan Leighton hang your head in shame.

It's the 'Old Boys Club' again.
Starting right at the top, Prime Minister, and unfortunately not going far enough down the line, for those below.
It's strange that there is nothing in a democratic society that allows anyone to do anything effective about it. Even when you vote for another party they all seem tarred with the same brush.
Thank goodness for the press, at least we can read what is going on but change needs to come from the top. Politicians!!

The FA was let down by him now Royal Mail. He will move on and some Company will take him on and give him a big wage. Ask yourself why is this country failing in the market place read this item again you will see why. Next time you hear some one has been made CEO see what is record. If that person had been on the shop floor he would have been sacked or moved side ways.

Have the Royal Mail figures been reported this year?.This company was the best in the world,and nothing should be able to touch it,but if the (directors) see fit to let all the best bits be cherry picked without a fight.How a public company as gone to the dogs.

The NuLab government set a fine example - Peter Mandelson - required to resign twice and spectacularly useless as a politician. Now rides the EU gravy train. Ruth Kelly - eyewateringly bad at education, so she moves to transport. To name but two.

I've always taught my kids that money needs to be earned. Nobody is going to give it away. Similarly, if you make a mistake, there has to be consequences.

Clearly, my philosophy is way off the mark in this modern age.....

Mr Crozier does not deserve the ammount he is paid for presiding over a service that is rapidly becoming a farce. However our MPs are in no position to criticise as they are probably the best example of misuse of public funds who always seem to pay themselves more for less.

great insightful comments from everyone (except 'H.Peter Mead'!) -- it's time we saw the feudal absurdity of a CEO making so much more than his employees -- why is he any more important than the man or woman who delivers his mail and makes his money? if Crozier went on strike, i'm willing to bet nobody would notice the difference, but we can all see what happens when the real workers go on strike...it's disgusting that he can so easily determine the size of his own salary while other employees have to beg for scraps.

What an absolutely ludicrous question. NO - this man is not worth 26p let alone a 26 per cent pay rise taking his salary and perks to more than £700,000 and more especially when his troops at the coal-face are paid between £13,000 and £16,000 to deliver the mail. He is basically coining in 70 times the pay of the lowest paid employee and that gap is far too wide to expect any form of commitment and motivation from those lower down the management and organizational tree. It seems all the directors and senior managers at the Post Office are rewarded for failure!

Letter upto 100g = 34p
large letter upto 750g = 48p-142p
Packets upto 1000g = 109p-292p

Hardly "top whack" prices. In relaity, the Post Office charges far less than it really should for the services it provides. Have you ever tried putting 34p worth of fuel in your car and seeing how far it gets you?

The biggest problem with the Post Office is that for 150 years it had no competition. When the EU forced an "opening up" of Europe's postal systems to competition, The Dutch Post Office embraced the change by buying TNT. The German Post Office embraced it by buying DHL. The English Post Office dug its heels in and tried to protect its monopoly.

Since the gradual liberalisation of this monopoly to allow "downstream inputting" by the commercial carriers, more of the Post Offices bulk mail has been lost to the postal arms of TNT, DHL and Business Post, which take the profitable (relatively easy, mechanised) bit of the process and then leave the Post Office with the expensive bit - last mile delivery, which they are obliged to undertake for barely a few pennies per item.

Having to adapt to this scenario and maintain full, universal, standard priced services at prices decided by OFCOM, rather than by the management,
means that the Post Office is always going to be under fire from "users" who demand a far better service than they are paying for, and at the mercey of employees who are disgruntled at being forced to work "differently" in order to achieve service levels that are unsustainable at the rates being charged. (The commercial carriers charge more for deliveries to or collections from rural areas - they work on the basis of "It costs more per item to process, so should cost more per item to send" whereas the rural PO deliveries are effectively subsidised by the mass deliveries into towns).

We might not like the changes that are being implemented at the Post Office, but if managing such change is what you are paid to do, then you should be paid the agreed rate plus agreed bonuses if you achieve those targets. It's the nature of the targets and policies that needs questioning, not the payments to those that carry out those policies.

I used to get a postal delivery at 07.30 a.m., it is now 12:00 noon. I still have 3 packets undelivered as a consequence of the recent strikes - one posted on 3rd October, (1st Class) the second 8th October (1st Class). Having spoken to my local postperson, I am on the side of postal workers.

Messrs Crozier and Leighton got themselves into the strike situation, and should by now have resigned; if not, they should be dismissed. At the very least, government should move in and ban the bonus payment.

Obscene, but then this is what we come to expect in this country. Chief executives, promoted well above their incompetence level run big businesses with no idea of what is really going on in the company that they supposedly manage. But to expect that they would forgo their bonuses or pay hikes is cloud cuckoo land. It makes me very angry, living on a small pension.

The Post Office has one share holder the Government i.e. you and me. So Mr Crozier bonus has come out of the pockets of you and me.The only thing that Crozier and Leighton bring to the table is death by a thousand cuts to what use to be the best postal service in the world. These bonus payments on top of the 17 year break the company took from the paying anything into the pension scheme, as put postmen in the position where they have nothing to lose by standing up for what is right for them and the country. If you think the service is bad now you wait until messrs Leighton and Crozier have finished!

Crozier has just presided over a disastrous exercise in industrial relations, to which both sides contributed. But to dig in to the point where your workforce go out on strike, and then concede what you were unwilling to give them in the first place, can only be described as incompetence. He should be taking a reduction in his bonus.

He must thick skinned.
How can he face the media, the public and his workers after insisting that his workers accept a 2.9% rise, in two stages. It doesn't matter whether he is deserving of a bonus or not because assuming that he had made a success of the business this would not be entirely down to him, his workers would have contributed as well.
Its not only the Royal Mail executives who are guilty of awarding themselves obscene rises in salaries, bonuses and pensions while expecting their work force to accept the, artificially low, cost of living increase, most of the captains of British industry are guilty of this.
It is time that they led by example.

Here lies the problem with Royal Mail,the company is top heavy with over paid people who are actually running the service down,basically as the article suggests 'rewarding' Mr Croziers failure.

Post Offices closing by the dozen, later and less deliveries,is it any wonder Postal workers are angry and demoralised. Leighton defends Croziers absurd earnings by saying that he has met the targets set out,may I suggest the postal workers may have played a part.

This clearly is a business that shows scant regard for its rank and file.

Shame on you Leighton and Crozier.

It is spectacularly short sighted to attack this package. He took over a disaster. Not, it isnt fixed, but at least positve changes are being made. And the comment about deliveries is positvely dinosaur - take into account electronic media - we dont need it. Who sends snail mail anyway? We all use email, text, social networking and a myriad of other media to communicate. If I was Adam Crozier I would be planning to close it completely by 2020...

Crozier is a great talker. He recruited a manager for the England football team on a fantastic contract (for the manager) and look what they achieved. But Crozier had the good sense to move on to bigger things before the World Cup. Now he's wrecking the Royal Mail. Let's hope that with Scottish independence he will take his talents back where they came from.

As a postman I am disgusted with Crozier's pay rise. But to quote Alan Leighton, " I need to get good people to run it and I will need to pay them accordingly,". Suggestion to Alan, why don't you get some good people to run it.

I believe Royal Mail are defrauding the public in parts of Highland Perthshire. When mail is collected from the boxes it does not even go for sorting until the following day! How can a promise of first class delivery even come in to the equation? Are Royal Mail not stealing from the public??

It amazes me that incompetents imagine that they "merit" this sort of salary(aka "screw" - you!) It is even more surprising that others, clearly just as useless, are given the power to set these obscene amounts. One wonders, "How on earth do you get onto these bandwagons where they ceaselessly go round in circles ramping up the numbers in the complete absence of justification."

Rewarding failure? Why is anyone surprised. There appears to be a closed shop of CEOs and the like who go from job to job. One of the joys of this club is that once a member you can never be expelled no matter how useless you are.


The only obvious difference between being a success and being a failure is that failing completely ensures that you get paid out in full for your contract period.
This in turn means that you can move on to your next job more quickly than if you were actually any good at your job. Thus those who are useless can make much more than those who know what they are doing as they can get three years salary and benefits annually.

The only losers are the shareholders who have to pay financially, the public who use the company and have to pay more for less service and those CEOs who are good as they are tarred with the same brush as the failures.

If you add his bonus and salary and divide it by the average postal worker's salary you will see he is making 65 times as much as his average staff member.

UK? A "snouts in the trough" country nowadays, with the few screwing the many time and time again.

And if you screw up more than once (at the FA, then the GPO) then the more you will get.Our politicians take the lead, so the others in positions of power follow - and the rest of us pay - and pay - and pay.

So the post office is downsizing by closing local offices and reducing staff. Results have got worse. Naturally this should lead to a reduction in the CEO's salary. How is it possible to have a pay rise?

I rely on the Post Office for my business. Two weeks running now they have been unable to deliver a standard envelope, posted first class (at top-whack price) a distance of less than 10 miles in 4 working days. As soon as I have an alternative, I stop using them and will NEVER rely on their 'services' again.

It seems that these days it is more lucrative and profitable to fail than to succeed. We had Rose Gibb who would have received a huge payout if it hadn't been blocked, but there has been no follow up on that story that I could find so I'm not sure if this woman did get her payout, nor if the invetigation for coporate manslaughter has progressed.

Now we have Adam Crozier who it appears has had a 26% pay rise. For this we have been reduced to only receiving one post a day, Post Offices are being shut that will effect countless people, in particular the elderly, and we had the wonderful Mail Mountain.

This is a sign of sickness in this country, and yet another sign of snouts in the trough. In Eastbourne a failing Primary Health Care Trust CEO was paid off a staggering 243,000 after a catalogue of failures, and so the list goes on.

Is it not time that failures such as Rose Gibb, Annette Sergeant and Adam Crozier, are stripped of the rights of massive payrises, bonuses or payouts and further should be banned from working in the same industry where they have failed. So for example Rose Gibbs and Annette Sergeant would not be eligible to work for any Health Service. Adam Crozier should be dismissed and not allowed to work for any public body such as the Royal (Shambles) Mail.

We the tax payers are paying through the nose for failure, and the people who are failing the country do not appear to have any form of morals as they are taking the payouts and rises in their grubby little hands, and appear to be blissfully unaware of their own short comings.

Add to this MP's expenses, which appear to be untaxed, no receipts required for anything under 250, (that is a real joke, in real business you have to account and have a receipt for every penny), and when was the last time Customs and Excise checked the books of these thieves of our taxes?

The list of mis-management, poor accounting, elitist attitudes from public funded CEO's and MP's goes on and on, how long will this be tolerated?

The main postal union has attacked the latest pay rise for Royal Mail chief executive Adam Crozier, which comes at the same time as a fall in profits.

Figures in the Royal Mail's latest annual accounts, released on Tuesday, show that Adam Crozier saw his pay rise by 26% in the year to 31 March.

Mr Crozier pocketed £999,000 for the 12 months, up from £790,000 in 2005-06.

The Communication Workers Union called for a review, but the Royal Mail said Mr Crozier deserved the increase.

'Review needed'

In addition to the Royal Mail seeing profits fall by a third for the 2006-07 financial year, it was recently hit by strike action over staff pay and job security.

The series of strikes ended after the Communication Workers Union (CWU) accepted a pay rise for its members of 5.4% from 1 October, and an extra 1.5% from next April.

The Royal Mail had initially offered 2.5%.

"Postal workers have had to take eight days of strike action this year to get any pay rise at all, while the chief executive receives £1m," said CWU Deputy General Secretary Dave Ward.

"It's time to review pay at the top of the business."

'Bottom end'

Royal Mail chairman Allan Leighton defended Mr Crozier's pay.

"The reason Adam is paid what he is paid is that he runs a big company, he does a bloody great job and I'm glad we've got him," said Mr Leighton.

"Getting good people to run this company is very difficult.

"If you compare his package to FTSE 100 chief executives then it's at the bottom end, not the top end."

Mr Crozier is additionally in line for a bonus of up to £1.1m, to be paid out next year if the Royal Mail meets certain performance targets.

He took up the top job at the Royal Mail in 2003.

Before that, he led the Football Association.

Why throw the s..t just at Crozier? He didnt write his own contract. The Brown w.....r in the Labour Government did it. Of course, the Telegraph is pleased to draw this to your attention.....

Let's hope that this momentum of flak against this top tier of management will carry on being the focus of the media's attention instead of us hard working class posties.

Even though I might not be considered to be skilled as a postman, I am skilled in other areas. But I, like many other post people do their jobs to the best ability. Nobody can ask for more than that!

My point is that Croziers pay is justified in the media by Leighton as being on the low side in FTSE 100 companies.

This places it on par with football club managers

Who is usually the first casualty when football clubs do not perform - the manager!!

hence the analagy -why is the useless tw*t still there!!

Too right if this was an unskilled job people could go straight onto a walk and do it within the allotted time. But when new casuals are sent out with a map on a 3.5hour round at 9.00am and are still doing it at 6.00pm that shows you how skilled the job is.
