So the primary part of the agreement designed to address the issue of part-time staff regularly working more than their contracted hours has a giant vague hole in the middle of it that will once again lead to different interpretations in different offices and areas, why am I not surprised.

If I could perhaps suggest that some defined position agreed by both parties is sought before we as reps place ourselvesw slap bang in the middle of a legal minefield.

Once again it appears that the people who have negotiated this agreement don't fully understand what it is they have negotiated.....?? :arrrghhh

Why is it portrayed as being better for part-timer's ? That would only be the case if they only worked their contracted hours.
The vast majority at our place work full time hours, so the SWW will mean they are just being slightly less ripped off with holiday and sick pay !!
For a part time when they do an hour above their contracted hours they get an basic hour which includes an increase in the Delivery Supplement up to 39 hours.

For a 25 hour contracted they will get the following increases

Basic £264.29 plus 5% = £278.20 = £13.91
Delivery Supplement £15.34 plus 5% = £16.16 = £0.82
Total increase £14.73

In October when full timers become 38 Hours part timers will get an additional 2.665% pay rise which is

£278.20 plus 2.665% = £285.81 = £7.61
Delivery Sup £16.16 plus 2.665 = £0.44
Total increase £8.05

In April 2018 the 2% pay rise

£286.81 plus 2.0% = £291.64 = £5.83
£16.60 Delivery Sup plus 2.0% = £16.93 = £0.33
Total £6.16

Than additional hour off the working week from April 2018

£291.64 plus 2.665 % = £299.62 = £7.98
£16.93 Delivery Sup plus 2.665 % = £0.46
Total £8.44

Deal for a 25 hour part timer over 3 years is £37.36 per week increase where as a full timer get 7% and £30.95 per week.
Query, if I'm on a 35 HR week I can expect three lots of payments by 2022 to compensate for the hour reduction that full timers will get so when the full timers achieve the 35 HR week my basic will be much higher than them,is that right?

No its wrong.

As the FT hours go down their hourly rate goes up at the same pace as everyone else. So the fewer hours worked is compensated by being paid more per hour.

Its difficult to explain, but EVERYONE except new starters will be on the same hourly rate.

I don't get why certain areas are not having part time duties made to full time now or in the past. We have had some success in making part time duties to full time. Not as many as we would want. You have to collect the evidence that the hours are needed and sure RM will say they cannot do it because the office is inefficient. When RM want to employ they make up a part time duty to full hours then the part time duty with the least hours is made up and so on. So the part time duties progress in hours. If that makes sense. If RM refuse then once they put in for the recruitment it will not have been agreed in the resource meetings so it goes into the IR framework as un agreed recruitment or you go to IA ballot due to RM breaking a national agreement. The National agreements are there to be used I don't get why rep's don't use them.

When fters drop from 39 to 38 hrs hourly rate goes up for everyone. Pters gross pay rises fters doesn’t.

EVERYONE will get the pay rise this week - unless there is a problem with the system.

Everyone will get back pay if they are entitled to it - unless there is a problem with the system.

No. I hour reduction in the working week from 39 to 38 with no loss of pay is equivalent to a 2.6% pay rise.

Part-timers will get a 2.6% pay rise so the pay rates match.

Dingo I have edited your original post to the first paragraph. The word immediate is also used in the following extract from the agreement.
I know it is early days, but when can we expect to hear that action is being taken to implement the agreement as indicated.
Personally I gave up on the 6 monthly reviews & resigned myself to part-time but I still am keen that others deserve the opportunity to have their hours increased.

I am also interested to see the result of the joint audit regarding use of agency workers because as stated "It is a joint aspiration to reduce the number of Agency/Casual workers within our facilities" . This reduction would have a bearing on the need to increase PT hours.

8. Resourcing in line with current agreements (EDITED points)
Both parties will re-affirm they will deploy legally binding commitments to part- time workers and the
use of agency workers.
In respect of part-time worker the following will apply with immediate effect.
It is apparent that while some colleagues have secured additional conditioned hours and also converted
to full- time there is more that can be done to reflect a part-time workers commitment to additional
hours (should they wish it.) This means, in line with our agreements, and where justified, we should
focus on moving to full time or increasing contractual hours, below full-time, either on a temporary or
permanent variation of contract.

Agreed no central HR policy will not be to only recruit on basis. Recruitment determined by workload
and the outcome of the weekly resource meetings – initiated 13 weeks out.
Notwithstanding our immediate activity we will develop a means to confirm that effective weekly
resourcing meetings are taking place. This will include 6 monthly reviews to of part-time employees
and regular use of agency workers to ensure use of this resource is being used in line with our
agreement.

16.2 Processing (Mail centres & RDC’s)

16.2.1 Joint Activity to Deliver the 1st hour of the SWW
To enable a reduction of one hour to the working week, from 39 hours to 38 hours, a review will take
place at each Mail centre/ RDC. …………….

As defined in the resourcing section of this document both parties recognise that in some locations
resourcing arrangements are currently inconsistent with the standards defined in the agenda for growth
and job security agreements, with regard to the resourcing mix. It is a joint aspiration to reduce the
number of Agency/Casual workers within our facilities and to enable this, a joint audit will take place
at each mail centre/RDC to establish the current resourcing mix. This audit will review the current year
round levels of current agency/casual usage at each site and examine the root cause of use and agree
alternative permanent employee resourcing options. This may include assessment of current and future
weekend resourcing requirements

Highlighted sentence is crucial IMO. It's "in line with (current) agreements" - so nothing new, "where justified" - the ultimate
get out clause and "we should focus" - doesn't mean anything in practice - what will actually be done? - but I wait to be proved wrong......

A fair point - Along with the favoured phrase "joint aspiration"
Ironically used by a branch secretary in another instance - USO 26th December - Boxing day. His written word;

Yes. I can see nothing in the local agreement that contradicts the national agreement. At one point the national agreement talks about an ‘aspiration’ to have staffing covered by volunteers. This does not mean that this process is guaranteed, and it does not put any put any obligation on Royal mail to honour it. This is an ‘aspiration’ (an aim) and depends on local circumstances. Ultimately Royal Mail expect you to work on the days you are contracted to work – and there is no way that the CWU can force them to operate otherwise”
