Part Timer Expectations
You are contracted to work 30 hours a week. And your contract won't stipulate which hours in the week. Just how many days those hours are over.
Ultimately you need to speak to your manager and ask his expectations of you and how that fits in with your life.
From my experience unless you are a duty holder a part time contract is ad hoc. So they train you on whatever they can. Hence the training floater.
They will keep throwing hours at you until you say 'stop unfortunately it's very easy for them to fall in the trap of thinking your are happy with this arrangement. So you need to let them know you are not.

They do this across the board with part timers. I was contracted for 25hrs over 5 days and this suited me for the same reasons as yourself.
Unfortunately it quickly became clear that there were no walks capable of being completed within those daily hours (no matter how quick you are). Same thing at all three DOs I was sent to.
It's basically a scam to have you doing the hours they actually need without having to pay you for that amount every week or when you're on leave/sick. An hours overtime each day is far cheaper for them and means that they are not committed to paying you that amount each week if they don't need you.
In theory you can 'cut off' without any trouble or harassment but the reality is very, very different. RM rely on you doing the unwanted overtime otherwise the mail would not be delivered.

7 hrs is plenty time to prep and deliver a duty, My day is only 7 hrs 48 mins and I'm full-time and have 2 duties to prep as well as some IPS.

It could be done if one is a rural with 300-350 calls on it. Can't see you can prep two plus IPS unless you are starting before your time?

What can be done in 7hrs48mins, or any other contracted hours on any given day, depends entirely on the duty size and the workload.
The OP's situation appears to be another classic case of why the union should have been resolving the common situation within RM since they began predominantly recruiting part timers ~10 years ago, giving them an unrealistic workload. And because for many it's their only job, they will always stay out on overtime to complete, perhaps not even accounting for their full paid meal relief for the day on longer hours for going past 5/7/9 etc. hours. Plus when it comes to holidays and sickness, they are screwed over by only getting their measly contract hours, instead of an average of the last 12 weeks.
The RM system is set up to exploit part timers to maximise profits and the union has done far too little to protect them for far too long, IMO.

If he then returns to his duty, all those tasks would have been performed by his full time partner who perhaps doesn't have the IPS element attached to his duty structure.

What is the problem?
IPS, along with prep, kill offs, redirections, collecting things from callers office, bundling up, loading van just for my walk alone then vehicle checks will typically take 2 hours 10 minutes altogether.
So that's 8 hours 10 minutes so far. Our total daily paid hours are variable across the week but similar if not the same as your 7 hours 48 minutes.
If I add the total 40 minutes of break time we are supposed to take that makes my total time at work 8 hours 50 minutes.
Make of that what you will.
