Do you have evidence of the hours you have worked. i.e. Have you been signing in and out your correct hours worked on the attendance sheet? If so you will be able to prove that Royal Mail have been paying you less than minimum wage, if my calculations are correct, you have been getting £178.88 per week based on 16 hours at £11.18 per hour, if this is based on working 27 hours per week, then you have only been paid £6.62 per hour from the point you were made up to 27 hours.
This is the current National Living Wage, it is required by law that employers pay above this rate, not to be confused with the Living Wage.

From April 2018 £7.83 £7.83
From April 2017 to March 2018 £7.50 £7.05
From October 2016 to March 2017 £7.20. £6.95
I would push your manager for a final decision on this and failing this get a grievance in stating that they have been paying you less than minimum wage. Final step would be to make Royal Mail aware that you will be taking them to the small claims court to recover wages that you are owed, I don't see it getting this far once you state the facts though.
P.s. Ask your rep to get a copy of these attendance sheets to support you as evidence if you have to use it.
