when 2 ft's are in our office one preps his frame and his partners while his partner preps 2 other frames.

he claim not only his and his partners frame and 1/2 of the 2 other walks his prepped.

no he gets what he delivers
If someone on double prep has the time to prep the election stuff as well, then the duty hasn't been properly resourced.
Election material isn't counted in the workload consequently you shouldn't have time to prep it (and deliver it) within your contracted hours.

If you do have time to do it within your contracted hours, then why would you get the payment? You are being paid twice for the same work.
No wonder they want to remove the payment.
The societies of consumption and squandering of material resources are incompatible with the idea of economic growth and a clean planet.

One preps, one is on IPS - it is a quid pro quo. You could always swap over.
Some pairs are both part time, so prep nothing. Some full timers prep other duties, not their own or their partners, some duties are prepped by people on light duties or anyone caught standing around with their hands in their pockets..

In my office the person prepping it gets the payment. My co-worker comes in at 07.00 and does double-prep and I come in at 09.00. My co-worker claims all the election payments even though I'm delivering half of them.

Speak to your rep. Your partners trying it on. Payment is for delivery only. Hence why you prep your own.
