If RM don't put the extra staff in, they're going to find MCs failing everyday, when often shifts might have half a dozen casuals and people doing ot and it still goes to the wire. Staff already get moved around depending on where the work is
Having bums on seats has nothing to do with performance standards and in most cases the more bodies you have the less efficient the staff become. Casuals are an inefficient use of resources.
I think one of the things you should be looking over your shoulder at is the level of breaks in an MC, A reduction to a 35 hr week will almost certainly mean bringing mailcentre breaks into line with the rest of the business. 40 minutes max in an 8 hour shift.
