3) Did you park the vehicle taking all precautions in relation to the situation you parked the vehicle in such as handbrake fully applied to the ratchet, the correct gear negotiated for the incline or decline in your case the vehicle should have been in reverse gear and although the was no kerb to turn the wheels into you should have still turned the wheels at side on restricting the forward motion of the vehicle?
4) Check vehicle log to see if faulty handbrake has been previously noted and when if it has been cleared by workshop.

keep in mind park and loop should have been set up a certain way by the planner, if the loops are designed to start on the steep hill (ie thats how the frame is set up when prepping) then it seems the van was planned to have been parked at this location by the planner and the postie shouldnt be blamed for parking in this particular location.

Problem with vans is they use Drum Brakes you cannot view the thickness of the shoes on disc brakes you have a rough idea also the cable can break/stretch on any system if you did all you could as you said you did maybe they should make sure the vans are fit for purpose and have more frequent checks upon them as they are used more than normal in this workplace JUST LIKE THE STAFF!

The handbrake is not part of the daily check from memory.Not sure if it is in ANY check.Can anyone confirm/refute.
