We now have part-timers who are contracted Wednesday to Saturday. It's not uncommon for us to lapse 3 walks on a Monday and Tuesday.

Can you imagine what the 'other' three days per week where we would deliver all the mail is going to be like?? What would our finish time be on these days…8pm instead of the usual 5pm?? Because thats what you get when a load of the mail + packets roll over onto the next day.
On the face of it, shareholder value is the dumbest idea in the world.

People go in early for a number of reasons. Old timers who started at 5am years ago still like going in at that time. Some people like going in to have a chat and a brew and some people like the feeling that they have a head start, if you compare your work to someone who has been early it would work out that over the course of the morning you have had to work quicker in a shoter amount of time.
Can't believe some would be willing to go out on strike over pay rises and yet some come in and work 30 mins or more every morning FOR FREE. That's well over A THOUSAND POUNDS a yr they are giving away for just 30 mins a day.

So you believe that management should be allowed to ignore the IWT and allocate work as they see fit? As a union rep I couldn't allow that to stand.

What happens when the "flyer" is off and some other guy gets his extra hour of IPS because the flyer can manage it? You haven't solved any problems, you've just lost us another hour of IPS.
When walks are consistently going out on overtime and other staff are finishing early, then surely the more logical choice is to send the early finishers out to do part of the overtime during their paid hours, ensuring that the amount of overtime required is cut. This would only need to happen once or twice and everyone would get the message. If you are paid until 3pm (for example) then you are going to be working until 3pm.

I get what you are saying about the IWT and the allocation of work, but the fact remains, managers aren't blind. They see vans parked up an hour early in some cases and as a result we are all tarred with the same brush and lapsing is justified in their eyes.

Its complete inequality, it means that full time employee's are getting a much higher rate of pay per hour worked. Something that new employees are not given, in fact they are asked to work past their time in our office, to finish the work the full time staff refuse to do whilst walking out of the door early.. Its a joke !
