Increase in contract hours

I've had a good search in this section but I can't find any answers to this problem so I wonder if someone could give me some proper advice please,at the minute in our D.O we have approx 10 part timers who have been covering full time jobs for upwards of a year,they were allowed to pick these job's as they have been vacant for well over a year due to full timers leaving for one reason or another,I mentioned to the new DOM that surely the way forward agreement say's that these part timers hours should be increased to cover these jobs after a period of 6 month's,the DOM said it had to be 6 month's unbroken on these job's and if any of the part timers had a week's holiday that voids the 6 month agreement,could anybody spread a little light on this please.

These full time jobs which have been vacant for over a year should have been advertised after 6 months as per the Way Forward Agreement. The other agreement the Agenda for Growth and Stability mentions that a review should take place every 6 months between management and the union to reflect the hours being worked by individuals for an increase in their contracted hours.

2.7.7 The level of part time Employees’ contracted hours will be reviewed by the Employer and the CWU locally on a six monthly basis. Where appropriate, increased contracted hours will be offered to reflect the hours actually worked and planned.

This is a further attempt by management putting their interpretation into the reading of agreements that were never intended in the first place and given for the avoidance of doubt but still trying to wriggle their way out from honouring the agreement. Would inform this to CWU area level and for CWU HQ to be contacted as well.

Our office has a severe issue with this at the moment, loads of full timers have left and not been replaced, they seem to be flooding the place with 18 hour contracts and running the place on overtime. Our area rep has just signed off for us to loose another 20 hours indoor even though we are currently running with an average of 50-60 hours overtime a week and still can't get out the office on time, walks are failing dailly with loads of hours going to agency staff and work being undone.

A few guys have grievances in just now due to their walks not going out on their days off and they are expected to clean it up on their return. The walk i was on Tuesday had 3 days mail. Guy who was friday was moved as its a lapsing walk, the managers then tried to lapse it on the sat and no one had time to take it so it didn't go out then either, I came in tuesday to full frame and had to try fit that day's mail in and deliver it on the shortest day of the week.
