If a manager gives you any reasonable instruction which this obviously is and you deliberately disregard it, especially continuously then even following the procedure it's very likely to end up in a conduct meeting. I'm not sure how that could be construed as bullying unless you were being singled out for a reason that could be described as discrimination e.g race, gender, disability etc. Being singled out on its own would not necessarily be grounds for a complaint, Employment Tribunals are notorious for not taking into account background "noise", they're only really interested in whether a company has followed its own internal disciplinary procedure.

My advice would be....suck it up and start on time, by all means ask the question if it's relevant why it doesn't apply to others but don't go to war over it, you're unlikely to win in the end.

I can only say that A: Your manager is an idiot (you or your colleagues would be working for free, so from their point of view it makes no sense to 'ban' you from starting early).
And B: Even more worryingly, you and/or your colleagues are starting early, working for free, and are upset/annoyed at being told not to by management.

If I didn't know any better, I swear blind I'd woken up in the twilight zone.
Sometimes, I wish I wasn't a Rep.

OMG. Are you saying, 'My boss has told me that I mustn't give them unpaid time out of my life into their company coffers.' ?

Can you see why some of us find your predicament hard to understand?

In that case to answer your original question. No your manager has done nothing wrong and unless expletives were used it Cannot be considered B&h IMHO.

Bullying and harassment in delivery offices

DOM has threatened to remove me from my duty or change my hours because there are days that I can't work overtime to complete. I'm a rural and he says he can't cover what I leave and will put me on a town walk. I did point out that overtime is voluntary, but he insists it is an option for him. He didn't see the irony in telling me he would like to see everyone able to complete without overtime and then proceeded to threaten me for not doing overtime.
So,
1. Can he take me off my duty?
2. Can he change my hours?
3. Why wait until I turn down overtime before threatening me, why not do something when it's obvious I need overtime every week to complete?

Speak to your rep mate, I imagine if this continues a grievance form will need to go in against this idiot DOM of yours.

Take a friend / Cwu rep or any witness and go see your DOM , ask him if he has a problem with the way you work . Ask for his input / answers to be put in writing . If he has a problem with your work rate he should test your duty or get a Delivery Coach to observe you . Always get everything in writing because this can be used in any harassment / grievance case that you may with to bring against him in the future . ALWAYS HAVE A WITNESS

Yes, I can imagine that the DOMs have a huge amount of pressure on them which then gets passed on to us. Really, everyone's problem should be with those at the highest level.

Email your concerns to DOM that way he cannot "forget" he had the conversation and ask in the email - that you are happy/request that you be timed on your delivery using your trolley and complying with all regs and health and safety.
I guarantee he will never do it and you will have your back covered in the future.

But do not forget they get a bonus at our expense and it is pensionable and the one's who are above get paid budget savings over and and above! But why should we be the pinch point for lazy shysters who are so full of themselves they cannot for fill their title of manager and are a toxic presence in the workplace at best and at worst should be lined up and shot without any hesitation!

I have worked in some units with appalling managers but I have never contemplated executing any of them.
Perhaps a tad excessive?

Not excessive. Some deserve to be lined up twice just for good measure

How about being bullied every morning when cutting off and even having managers come out on delivery with you in an attempt to make you run around and cut corners into completing. And then still bringing mail back.
I'm a reserve and I've explain it will happen as long as they put me on huge duties where the duty holder comes in early doesn't have breaks runs around etc
