So manning the caller's office in a DO at that hour doesn't qualify?

I think it would depend on the arrangement for cover.
Is it someone's regular shift pattern doing it 5 days a week? in which case, they would certainly be entitled to the shift allowance

If it's just the late one on a Wednesday finishing at 2000, we cover it on SA so whoever's doing it is already being paid a slightly enhanced rate and I'm fairly sure I've read somewhere that you can't have other allowances while being paid SA rate.

If not part of a full shift pattern or doing it on SA rate then I would presume that at least a proportion of the allowance would be payable.

Ask to see the pay directive. Most delivery reps and DOMs would not know about evening allowances as prior to 2000 unsocial hour payments were an increase in hourly rate by something called NDA.

All collection drivers , Mail centre and RDC workers who work from 20:00 to 21:39 qualify for the £20 allowance

I mean no disrespect dingo, but if reps and DOMS don't know about these allowances, then it stands to reason that most OPGs wont have a clue about them. it needs to be brought out in the open and advertised.

Dingo is absolutely Right 100%
There are payments on this but in our office,the reps there have stopped our members from getting it by changing their times by bringing them forward nice couple of blokes. Managers reps really.
