If the unit works on a block system of 3 groups which rotated each year for A/L signing, so its fair, what happens if and when someone leaves the business, are they replaced in that block by a new recruit? Does the person underneath the leaver move up a place? Are managers allowed to move people from one group to another?

As its a local agreement it should have been covered in the initial agreement.

However, no they cant just move people between groups, at least not without first getting an agreement with the rep put in place.
