end of ther day the charge amount is irrelivent in this situation.
they are argueing its the witholding/charge
TBH they can quite happily bump it to customs for me as its one less job ;)
not losing any sleep over my 6 month jail term though ;)
TBH at the end i was just winding him up as it was too much fun to resist

Have you ever tried contacting PostComm? They cost the licence payers - mostly RM - over £ 8 million pounds a year but can't even answer their emails. I've tried. Being a cynic I expect this bloke is being advised by a lawyer who can see a mountain of fees in a case he knows he can't win.custard wrote:1 RM charge @ £8 but he is stating its all charges as they are witholding packages until payment is made.

Sorry about the long answer, but it is legal.
I think he is either having a laugh or the Police and Postcomm have not bothered to read the PSA 2000, only the bits he has waved in front of them, here is how it legally works:-
Section 89, Schemes as to terms and conditions for provision of a universal postal service
(1) A universal service provider may make a "scheme" under this section in relation to the services provided by him in connection with the provision of a universal postal service or any of those services.
(2) A scheme under this section is a scheme for determining any or all of the following (so far as not otherwise agreed)—
(a) the charges which are to be imposed in respect of the services concerned,
(b) the other terms and conditions which are to be applicable to the services concerned, and
(c) procedures for dealing with the complaints of persons who use the services concerned.
(3) A scheme under this section may, in particular—
(a) adopt such system for the determination of the charges and other terms and conditions as the universal service provider concerned considers appropriate (including determining them himself subject to any conditions and limitations provided for in the scheme),
(b) specify the manner in which, time and place at which and person by whom the charges are to be paid.
I've deleted a bit that is not really relevant but it then goes onto state the "scheme" becomes law the day after it is published in the London, Edinburgh and Belfast Gazettes
Then if you look at the RM Scheme for overseas parcel post here, ftp://ftp.royalmail.com/Downloads/publi ... ly2007.pdf
This states the current charges and the fact that they must be paid before the parcel can be delivered.
At the end of the day the postage has been paid overseas for a normal delivery with no intervention by Customs, RM then pay HMCE to get the parcel released into the network on the understanding we get the money back from the addressee on delivery, yes I agree it seems a lot but it is legal and if they don't like it ask the sender to send it by courier so it doesn't hit the RM/PFWW network.
