Are you being obtuse on purpose, or are you just trolling.
Before CDVs came in Posties did not need to drive and were not required to be able to.
Around 15 years ago the Union and Royal Mail decided , within a major agreement, that the drivers allowance would be withdrawn, except for professional drivers (7 Tonne and above), unless already in receipt of it.
So no he shouldn't be paid less its illegal.
No he hasn't been relying on others to drive him around. It used to be part of someones duty to take staff out to their duties, or you got your bus fare paid for.
If you are going to comment in such an obnoxious manner, I would suggest at least a modicum of research before you let your lack of knowledge show.

That may be a valid argument, but you didn't use it. You said because he relied on being driven round he should be paid less.
Your argument perhaps should be that because of the extra skills and responsibilities they have driver should be paid more. It may seem like semantics and a minor point, but you are more likely to get support for your views by presenting them as a positive, rather than seemingly attacking people.
Divide and conquer is a management and anti-union ploy, we really shouldn't be helping them when it's your friends and colleagues who will be the first to suffer if a policy of reducing pay for a lack of skills was adopted, rather than increasing it when the skills and responsibilities are greater.
