My wam well this persons says they are manager has never been on the managers course was an ag on a Friday then on Monday was in charge of my area came up to me and said I want you to report to me every time you leave the area to go to toilet or go for fag I'm want to keep an eye on your time keeping I find this humiliating and degrading is he allowed to do this

Yes. Under H&S he can, he has to do it fairly though. He also has a right to watch your time keeping as well. BTW there is no legal right to a Fag break so if he is allowing you to take them thats a good point.

He can't do it to just one person though, he has to do it to his whole team/work are staff/what ever you guys call it ect.

no reasonable rep would allow a manager to tell staff that they need to inform him if they need to go to toilet. This would be totally out of order and deny people their dignity.
Some people may have personal reasons why they need to go more than others,
Smoke breaks I can understand because this would seem unfair on non smokers
