Royal Mail's New One Plan which is what they want the CWU to agree as part of the pay talks.

It puts all offices into one of 5 categories and is based on continuous improvement.

The best I could come up with is it Mega World Class Mail for management.

I guess a plan to manage poor performing offices.

Looking at the tick list that the DSM and DOM fill in together and then come up with a action plan to move forward.

I've noticed that two offices on the poor performing list are local to me and talking to the posties at one of them it doesn't surprise me , as usual it's down to a intimidating DOM showing no respect and receiving non in return.

Daily confrontation and ignorance only get short term results and only works when the manager moves on quickly before he has to improve on the results

I've seen similar "plans" in previous employment and usually they concentrate on the management for improvement but knowing some of the practises within RM the focus will fall on the OPG's.

I hope the offices concerned have good Reps ...

It's just yet another continuous improvement program, another doomed to failure because the average line manager, let's call him Shouty McFubar is a failed postie with a full bag of McCain's finest on his shoulder and he just isn't up to implementing it properly.

As requested Postman I will try and give you my opinion of one plan and its dangers !

Royal Mail's One Plan is the precursor to their One Strategy / One Wave etc.

Ofcom have for sometime been critical of Royal Mail's variance in efficiency from office to office , as well as postcode to postcode or city to city. Ofcom are due to give their findings on Royal Mail efficiency including recommendations around June this year.

Royal Mail have for sometime wanted to have all offices on the same standards , in terms of efficiency , quality of service and the normal KPIs they also want to have all offices through continuous improvement raising their performance.

One Plan involves dividing offices into 5 categories of offices

Category 1 are known as Frontier Offices - These are offices which are very high performers in terms of efficiency and all KPi 's who do not have any IR issues and Royal Mail believe are up for anything they want to introduce - Their plan for these offices is too test and trail new methods and ways of working around sorting and the delivery strategy.

Category 2 are known as Advance Support Offices - These offices are generally high efficiency offices with good KPi's . These offices will have support through World Class Mail and continuous improvement to the performance of the Frontier Offices.

Category 3 offices are titled Standard Offices - These are offices with mixed KPi's and reasonable efficiency levels and IR is ok. These offices will be given some central support including planners but led by the DSM. Their plan will be to introduce resourcing to workload. Inward working methods and the standards listed in the plan.

Category 4 offices are known at Acute Support offices . These offices are offices with poor KPi's , low efficiency , poor standards and poor IR / ER - These offices will be given a dedicated support to put in standards , introduce new ways of working , improve KPi's and efficiency. The Acute Support offices include all of these offices : Bolton North , Runcorn , Belfast East , Blackburn , Burnley , Bournemouth, Bitterne Manor , Beeston , Sutton , Rickmansworth, Upper Holloway , Benfleet, Canterbury , Canvey Island , Colchester, Forest Hill , Fulham , Leicester, London Victoria , Northolt , North London DC , Tunbridge Wells , Wellingburgh , Whitechapel, Barnstaple , Basingstoke, Cheltenham, Exeter , Gloucester South , Kingswood , Llanelli, Patchway , Plymouth, Stoke on Trent , Stroud , Swindon , Wallesey and Waterlooville.

Category 5 offices are know as Tailored Approach Offices or privately broken offices. The offices put into this category are those with poor efficiency, failing all the KPi's , breaching legal standards such as the WTD and H& S standards. These offices will be subject to the Chief Executive Committee ie Moyà 's committee and the OLF which includes all senior operational and IR managers . These offices will planned to adhere to all legal and safety requirements , all basic standards deployed and an efficient duty set deployed.

None of this has been agreed or discussed with the CWU but Royal Mail want this included as part of the pay deal. This is the classic race to the bottom. You won't be surprised that the offices in category 4 and 5 are offices with the most full time jobs , the earliest start times , improve attendances and earning and the offices in categories 1& 2 office with the majority being part timers , later start times and mainly on a 5 day week.

Royal Mail want to move all the offices towards 1&2 and therefore turn this industry in terms of start times , ratio of full time to part time and attendance patterns into the race to the bottom.

So it is a big move by Royal Mail one which has crept up on the union and gone unnoticed by many members !

Just to play devil's advocate If the offices in cat 4 and 5 are those with the most full-time jobs, the best attendance patterns and the earliest starts why are they failing so badly?

Is it right to expect the rest of the country to prop them up?
Surely these full-time jobs , attendance patterns and early starts can be justified using facts and figures. No disrespect Dingo but we are a business not a charity and while I'll defend anyone's terms and conditions to the hilt a pragmatic trade unionist would not support a position that puts the jobs of many at risk to defend the unrealistic terms of a few.

Am I missing something here?
Wouldn't we want all offices to adhere to WTD and H&S regulations?
I'm not sure what is included in KPIs but looking at the checklist it includes D2D compliance, SD by !pm compliance etc.
Who wants to work in an office that fails such basic things?
Why would a trade union want to maintain "broken" offices?

Fish if you use EP as an efficiency measure than clearly it measures indoor performance so those offices with more full time jobs have more indoor performance and if you start early or have a longer attendance than you will have more indoor hourage.

If you use WIPGH or WIPWH as an efficiency measure than it gives an weighting for outdoor as well.

Now no one said that the country should support offices in categories 4&5 as their IR records show they are quite able to look after themselves !

The point is that the principle of this strategy is to move the average office category 3 office up. Any chance of maintaining a majority of full time staff will go , any chance of part timers obtaining an increase in hours will go , all attendances apart from the most efficient duty set will go and start times will be the most efficient as well.

The one plan strategy than paves the way to the Delivery Strategy !

Whether your in 5 or 1 your see further changes to drive efficiency

We work in a business.
What business do you know that doesn't try to increase efficiency?

As far as I am aware the only thing that will see us maintaining a majority of full time staff, or part timers obtaining an increase in hours is having sufficient work to do that.
If you are failing (D2D, SD, first class, Tracked or whatever) you undermine confidence in the product.
Why would anyone choose to pay for Special Delivery if you thought it might fail?

Perhaps I am reading your posts wrong but you seem to be advocating maintaining a failing system to protect jobs that don't really exist?

I work in one of those "Cat4" offices.The best way to improve an office is to treat the staff with a bit of respect!
eg...perhaps being able to get the odd Saturday off?
or perhaps not giving us 200....yes 200 extra calls on absorbtion on Saturdays?
or perhaps employing enough staff to actually provide a "service",which after all is said is all us posties want to do.
and cut the CONSTANT nit picking and pulling people up at the slightest error.
stop half the office being able to "stream" mail on a Saturday just to get absobtion done.

Could go on.

Let's things straight I have no problems with improving efficiency but I do have a problem with the following :

Using WIPGH as an efficiency measure which includes sick leave , SA pay , maternity leave and every thing else paid in an office. But does not take into account whether you are in an office outside of your postcode , work on a multi floor working , do collections on delivery , have gas boxes , have Timed Deliveries. WIPWH does not also take into account the types of addresses you deliver too , whether you get more tracked , more PS items , more parcels or even your get 6 D2D or no D2D. It is accountancy measurement based on cash ! To compare offices based on this efficiency measure is not fair.

Equally if you use EP you only measure indoor which is unfair.

So I have no problems with the Business wanting to improve efficiency but have a problem with what they are using to improve efficiency. For example there is a post code South Lambeth which currently has 16 000 delivery points , it covers the Nine Elms Development area it will have an extra 20 000 delivery points by 2017. It will need more hours to deliver but under WIPWH it will than drop its efficiency unless the weighting traffic grows at double what it is now ! So how is that a fair efficiency measure ?

one of the offices mentioned , , actually was one of the highest peformance for the sector for scanning all items this week ,

I hope the offices get support , i cannot see as 7.45 start time is early , we have had consistent problems with some duties being to long since the revision 2 yrs back that the manager and planner done ,

We asked for a ful revison, as some duties are really light and some are consistantly 4.30- 5hrs outdoor work long .

going to be interesting , we do have long term sick because of the duties being too long and one has just taken IHR :no no

My office is in Cat 4 - 0630 starts, longs and shorts, wally week working, approx 10 staff short at the moment, normally 3 or 4 long term sick, approx 50-50 FT to PT since revision, collection on delivery, very few missed SDs or tracked, 100% collection on delivery, roughly 120 staff, high number of rural deliveries. Must admit when I was rep, I didn't join in with WCM and made it virtually impossible for it to be bought in, and the new rep doesn't think much of it either, neither does the office want either!

We've been used as a 'test' office in the past, but to be honest most of the offices in our sector are classed as a pain, as we tend to be offices that complain and push DOMs and DSMs as hard as we can.
