In a Perfect Royal Mail World......The RAC would turn up promptly to change your Tyre and wave you on your way.... It doesn't work like that. You inevitably get stranded in the Arse end of nowhere for hours at a time.
When you;ve filled out your Vehicle Defect form your van would be whisked away and dealt with smartly...... It doesn't so you end up driving around with slow punctures and cable ties holding things together!
What Suits decide should, and shouldn't. be done (while sat around a table making Powerpoint Presentations) doesn't transfer to the real world. It's us the Front Line Troops that have to MAKE this job work....One way or another!

We had some presentation at WTL at some point last year about changing tyres. According to our dom, if we signed this sheet that he was passing around, then we'd be qualified and thus allowed to change tyres if we needed to. So apparently I'm allowed to change the tyres. Probably worth noting that I wasn't even van assessed at the time he asked me to sign the sheet!
In my time at RM I don't think anyone in my office has actually had a puncture while on delivery. But we do have an on site garage in the yard so I suppose any slow punctures or unfit tyres get dealt with quickly
