Dear Colleague,

RE: Romec: Joint Review of Pay Processing

Please find attached to this LTB a joint statement concerning a review of pay processes carried out by Romec and the CWU.

The review came about as the result of queries concerning pensionability of elements of pay from a number of CWU members. This revealed wider payroll discrepancies leading to a joint review of payroll.

Branches and reps will wish to note the agreed steps being taken to resolve the problem going forward and address any under / over payments.

Romec and CWU have agreed the right amount due for each element of pay, including overtime and any allowances and the conditions attached to each of these elements. All this will be included in a pay compendium which will be published so people can check it if they wish.
Romec and CWU have reconfirmed which elements of pay are counted towards pension for our various pension schemes.
Where current employees are being paid less than they are due on an ongoing basis, their pay will be adjusted to the right level.
Where people are currently being paid more than they are due, their pay will be adjusted to the right level going forward.
We have agreed and implemented new procedures to ensure that any changes to pay in the future are accurately captured and calculated so that people can be confident their pay remains accurate going forward.


It was agreed to review individual earnings back to April 2008. This has identified some under and over payments. It has been agreed that Romec will make a lump sum payment to make good any underpayment, and they will not recover any overpayment. Anyone whose pay will change as a result of this exercise will be written to individually by Romec.

The next phase of the joint review will deal with a resolution to pension issues arising from payroll discrepancies.

Romec is dealing directly with HMRC who have confirmed that there will no requirement for individuals to contact them directly in relation to any changes arising out of this review.

Romec and CWU Joint Statement

Joint review of pay processes

Over the last 18 months Romec and CWU have been working closely to ensure that Romec people are paid according to their entitlements.
Our pay framework is a complex one: we have a large number of different grades with differing terms and conditions, including people who have transferred their terms in to Romec from previous employers, and a wide range of additional payments and allowances, each with their own criteria for payment. There are also rules about calculating the correct amount of earnings that count for pension purposes, and about what people are due to be paid when they are not at
work for any reason. All these aspects have been looked at in detail by Romec in recent months and the outputs shared and discussed with CWU.

The conclusions of the review are that whilst the majority of people are being paid in line with their entitlements, there are some who are being paid more than this and some less. Our overriding aim is to make sure everyone is paid exactly what they are due and is treated fairly.

Over the coming weeks we will explain in more detail the outcomes of the review, if and how you may be affected and how we will make any changes that are needed.

At this stage though we are able to let you know what has been agreed so far:

 Where people are currently being paid more than they are due, we will adjust their pay to the right level going forward.
 We have agreed and implemented new procedures to ensure that any changes to pay in the future are accurately captured and calculated so that people can be confident their pay remains accurate going forward.

Separately we have decided to look at each current employee’s earnings over the last few years to see whether they have been paid what they are due, or rather more or less. Some employees have been paid slightly more than they were due on some elements of pay and slightly less on others, and in these cases we will combine the two to arrive at an overall figure of over or under payment. Romec has agreed with CWU to go back as far as April 2008 when
making this calculation. We have agreed to treat these under and over payments in the following way:

 we will make good any shortfall with a lump sum payment.
 whilst Romec is entitled to recover any overpayments, it is agreed that no recovery will be sought.

In terms of next steps, we have agreed the following:

 Romec is committed to making sure every element of pay is correct from April 2016 onwards, and is currently making the necessary changes to payroll to achieve this goal. We can’t answer individual questions at the moment, but anyone whose pay will change upwards or downwards as a result of this exercise will be written to in advance of any change.
 There will be some changes to the format of input documents such as timesheets to help ensure the accurate calculation of what is due.
 After April, Romec will begin the task of calculating the levels of payments that may be due for the period from April 2008 to March 2016. These sums are complex and will take time to complete, but Romec is committed to doing them as quickly as possible.
 A further phase of the joint review is to agree how best to deal with any historic pension issues, and then take any necessary actions.
 Romec is dealing directly with HMRC who have confirmed that there will be no requirement for individuals to contact them directly in relation to any changes arising out of this review.

Further joint communications will follow, and nearer to April, Romec will advise you personally if there are any changes that affect you. We will let everyone know nearer the time that this is happening.
