Happened to me. They luckily did not contact the office, just an on the street discussion that I managed to worm my way around. SD's are a premium service product.
The 9am/ 1pm is a guaranteed time and should apply each and every time. Be it first or 6th attempt at delivery.
If you try before 1pm and scan as no answer and then return a bit later and get it delivered - that's fine and all within the rules.
However, if you scan a SD item as undelivered, no answer before 1pm in an attempt to simply avoid a failure then it's called "stopping the clock". I know of a DOM who instructed the RLE duty to scan a special as undelivered, no answer as it wouldn't get there before 1pm and then attempted delivery after 1pm. Customer complained as had been waiting for it. DOM was sacked and RLE was lucky to keep their job (despite following instructions from DOM, was told should have known better).
In my DO when staff tell manager or DOM they may struggle to make a 1pm deadline with an SD, they are often told NOT to use their PDA and put the item on a signing card - but don't enter a time. Obviously trying to avoid a failure.

There are posties on our office that, on lighter days, will attempt special deliveries before 1pm then go back at the end of the duty, usually after 1pm in most cases and rescan as delivered if the customer is there to accept delivery of course.
Surely its all about first attempt of delivery before 1pm, after that attempting delivery after 1pm is only a bonus to the customer as they don't have to trek to the delivery office to collect. I've never heard of not being able to attempt delivery after 1pm if an attempt has already been made.

Our rurals get by by doing that. Any that haven't been done by 1pm get scanned as inaccessible, then scanned again at delivery point. Some of the rurals are over 100 miles round trip.stan_lers wrote:

I have to agree. The service is guaranteed next day before 9am/1pm. As I understand it the Special Delivery guarantee does not apply on subsequent attempts - ie customers can't get compo if redelivery happens after 1pm. However, the trackings system will show it as an internal failure if scanned after 1pm without proper procedures taking place, which affects the offices figures.

Well, quite honestly, the system needs to be changed. If a postie has the time to be able to reattempt a special after 1pm when it has already been attempted earlier in the day, why should this be logged as a failure?
