In my DO it's more a case of
"The Death of a Thousand Cuts". A lot of the older, more experienced Posties are just working the way they used too. However the goal posts have been slowly moving all the time. They've had a little bit more added to their Duties over a period of time, they've got to empty a few letterboxes whilst they're going around, the lapsing has been introduced for longer periods (with a bit extra tacked on)
Meanwhile they just keep thinking...
"It's only an extra 10 minutes/20 minutes/30 minutes" and they've still got their old mindset, not putting their foot down and saying,
"OK I'll do all that extra but I can't complete my duty within time"!
Some guys, who are old enough to know better,
STILL don't realise that they don't have to lapse if they can't complete within time. They give the young lads a shitty look and complain that they're not taking their lapsing out!

But you should see the look of joy in their faces when they come back to the frame and tell us they've told the DOM (for the 1st time) that they won't be taking their lapsing! So there's hope yet.
