Cover doesn't mean selling a bag it means cover a duty, If it was my day off and you needed the day off I would cover your duty. Cash transactions have always been unofficial, under the radar and not protected by any agreement.

RM aren't going to accept any liability if you're at work unofficially with no manager authorisation and suffer an accident.
There's been instances for example where people have been blamed for accidents by not taking meal reliefs, this goes way beyond that.

a) a member is entitled to interpret an agreement in any way he/she sees fit.
b) if something isn't specifically prohibited in an agreement it must be acceptable.
At the end of the day it's only management's opinion that would count and I can safely say that no manager will put in writing their acceptance of a practice that has tax implications and is at best dodgy with respect to the code of business standards and the legal obligation to monitor working hours.
