Lapsing Outdoor hours only?

If mail is down, I can understand the need to give us work to fill the hours (assuming the workload is down enough to mean we have spare time, rather than just don't need to claim overtime). However, if there is less mail then surely there is less sorting, prepping and other indoor work?

In my office full timers have less work to do indoors at certain times of the year, yet they are given the same lapsing as part timers who do no indoor work (or who simply bundle up, pack their bags and go).

Can anyone explain how it's supposed to work? Surely the union didn't forget about part timers when it agreed lapsing?

So half the workforce gets an easy couple of hours, gets out early, finished early, the part timers have to cut off. Why can't management and union get together and balance the workload? Get full timers to work all their hours instead of paying part timers overtime?
