I asked if they have to ballot members on any substantive change to terms and conditions, and CWU rules say they do. They might quibble what "substantive" is though if it's all "local agreements" and "consultation", in which case the only option would be all out stay out.

When they say 'the CWU Executive is considering whether to ballot members on this agreement', they DON'T mean that another ballot for industrial action is under consideration. They mean that they're debating whether to give us a chance to vote yes or no to this agreement. Whether the executive are happy with the deal or whether they're not, it's the membership who have the final say on whether it's accepted or rejected
