6 Questions for Management re Private Cars on Delivery

With regards to the use of private cars on delivery here are 6 questions that cwu safety reps should be putting to management.

1. What proper system in the Royal Mail (insert your place) delivery office do you have operating for authorising or permitting the use of private motor vehicles by your employees in the course of the discharge of their duties thus ensuring that any vehicle that was so used was roadworthy?

2. Why was it permissable for the mail to be carried in an unregulated and unauthorised private motor vehicle in relation to which there were no checks in respect of its roadworthiness or to ensure that the driver of the same was a competent person or that the said vehicle was insured?

3. Has there ever been a suitable and sufficient risk assessment made at the (insert your place) delivery office of the manual handling risks involved in the loading and unloading of private vehicles with mail? If there has been an assessment done please provide a copy of the relevant assessment.

4. Has there ever been proper instruction, training and supervision at the (insert your place) delivery office of employees given in any or any safety policy as regards the use of private vehicles during the course of delivering the mail?

5. Has there ever been a suitable and sufficient risk assessment made at the (insert your place) delivery office of the risks to the health and safety of employees undertaking to make deliveries of mail using private vehicles and the suitability of each vehicle for carrying loads? If there has been an assessment done please provide a copy of the relevant assessment.

6. Is there a current written Royal Mail policy in force governing the use of private vehicles? If so, please provide a copy.

Many organisations, either explicitly or implicitly, sanction the use by employees of private vehicles to carry out company business. Even though the car belongs to the employee it is being used to perform activities which are part of the organisation's undertaking and therefore it should come under organisational control - particularly with regard to health and safety aspects.

In general, work activities involving private vehicles (like any other work activity) need to be risk assessed under Regulation 3 of the Management of Health and Safety at Work Regulations 1999 (every employer shall make a suitable and sufficient assessment) in order that the safe system of work (SSoW), required under the [/b]Health and Safety at Work etc Act 1974, can be provided. Specific activities may also need to be assessed under regulations such as the Manual Handling Operations Regulations 1992 and the Control of Substances Hazardous to Health Regulations 1994. The arrangements made to control such activities need to be recorded.

It is no good for the health and safety protection of the employee when Royal Mail Management simply turn a blind eye to the use of private vehicles for work even though it was aware of the practice. Safe systems of work for the use of private vehicles and risk assessments on the use of private vehicles at work must be in place. The
Health and Safety at Work etc Act 1974 and its associated legislation, unless specifically excluded by the way in which regulations made under the Act are framed, is applicable to private vehicles used for company business.

What is it about this company. We were told again at WTL today that not only were private cars not to be used on delivery, but that you could not take your car to the start of your delivery even without mail in it. A few weeks ago we were told that it was area policy and this was repeated again today. Why are some parts of the country being forced to use their own cars and other prevented from doing so?

Why are most of the workforce such a buch of................................ :roll:

It's good to get these types of threads, the ridiculous my manager said bollox, so we can reassure ourselves that while the world is falling apart, Royal Mail managers are still being the low-life C***S they have always been.

IN MY OFFICE
Yes......4 months ago after starting the "do the job properly"the staff were told that they will never again be able to use their cars,then at a meeting yesterday at work staff were told that they can either drive to the first or last point of delivery,but with no mail in the car,they would then have to wait for their pouches to be dropped off,so one can only work out from that,RM are under so much pressure with cut offs,lack of acceleration vans ect ect,they decided to dangle a carrot,unsure how many took it at the moment.......but "bet yer bottom dollar"2/3 weeks down the line posties will sneak one pouch in to their car to be getting on with and before you know it,all the bags will be back in the car.

Unsure who to blame for this move really,ok its good for the postie as he dont have to go back to the office on the mini'buses and can finish slightly earlier,though you could be playing in to RM's hands along the flexi working.

I would be asking what are behind RM's motives for allowing this consession,its not just to ease acceration and 2nd pouch drop off problems :confused

You guys have worked so hard and got a lot of respect on here,now you're gonna throw it all away AND RM are gonna screw you.

Under no circumstances should we go back to using our own cars, think of the money you'll save on petrol and wear and tear, it would be almost like a pay rise. I used my car for a week just to see what it would cost and by using the van I would say I'm saving around £20 a week. Besides this, unless you have business insurance (another extra bill) Royal mail only cover you for third party so you could lose your car and get nothing back.

Sorry guys, the point of my post was to highlight the differences in RM's approach to this issue, I should have made that clearer. I don't even take my car to work, why should I. I work to make a living, not pay RM for letting me work.

Yep postman,you are indeed correct,the carrot was dangled and some snatched it.......although i must say a huge percentage still appeared to be on the vans.As far as i am aware some s/a has been ripped away from the deliveries and is to be reinvested in more packet/pouch duties and vans as we have agencies drivers and managers flying around in hired vans at the moment.I must admit i was surprized at this move by the management,fingers were pointed at the delivery staff all them weeks ago and told"thats it no more cars for you lot,you aint holding us to ransom everytime you want something"

I am no longer on the delivery section moved about 8 months ago,but still work within the mail center,so i am always in contact with the delivery staff and get regular updates,no i aint gone over to the dark side either( ie....manager)
